Background

The United Nations Office on Drugs and Crime (UNODC) is the guardian of the United Nations Convention against Transnational Organized Crime (UNTOC), the main international instrument in the fight against transnational organized crime. The Convention is further supplemented by three Protocols which target specific areas and manifestations of organized crime: the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children; the Protocol against the Smuggling of Migrants by Land, Sea and Air; and the Protocol against the Illicit Manufacturing of and Trafficking in Firearms, their Parts and Components and Ammunition. Its purpose is to promote cooperation to prevent and combat transnational organized crime more effectively. The UNODC is also the guardian of the United Nations Convention against Corruption (UNCAC) which covers five main areas: preventive measures, criminalization and law enforcement, international cooperation, asset recovery, and technical assistance and information exchange.

UNODC established its Programme Office in Maputo in 2019. The establishment of a physical presence in 2019 allowed to build trust ties with key actors in the field of criminal justice. Building on this trust, UNODC and the Government of Mozambique held high-level policy consultations in Maputo in September 2019 aiming to strengthen Mozambique’s response to transnational organized crime, corruption, drugs, and terrorism.

The “Maputo Roadmap,” developed between UNODC and national authorities as an outcome of the consultations, aimed at aligning the priorities of the Government and UNODC. In the past year UNODC office grew and additional administrative support is now required to ensure that the internal processes are carried out in a timely manner.
