Background:

As practice and research show, the subjects of corruption crimes have specific personality traits. The strengthening of personnel potential must be viewed through the prism of the psychological preparation of employees and improving the methods of their training. Taking into account the modern realities of life, the law enforcement agencies of the Kyrgyz Republic in the fight against crime and corruption require the development of a comprehensive program of measures of a socio-psychological nature that can effectively suppress crimes to ensure the protection of the individual, society and the state from criminal encroachments. The legality and quality of the investigated corruption and other criminal cases and the adoption of a final legitimate decision on them directly depend on the actions and approach of the investigator, supported by special psychological knowledge.

Thus, in order to improve the activities of the internal affairs bodies, appropriate training of employees is necessary, including the formation of psychological readiness for the fight against corruption, improving the skills and abilities to establish psychological contact with various categories of citizens, profiling (methods of "reading people"), as well as resistance to corruption temptations. 

In order to provide consulting assistance and training Ministry of Interior Affairs needs two Psychologists/Analysts 

 

Objective of Assignment: 

To raise the level of anti-corruption consciousness and developing an appropriate behavioral algorithm in the professional activities of employees of internal affairs bodies;

 

Tasks and Responsibilities:

Under the overall supervision of the Programme Manager, the successful candidate will be tasked with the following duties:

  • Development of a special socio-psychological training program for law enforcement officers on the formation of sustainable standards of anti-corruption behavior;
  • Development of training handouts for training participants;
  • Conducting socio-psychological interactive training for police officers in the regions to form an algorithm of behavior in the corruption risk zone through rational means and psycho-technics;
  • Development of questionnaires aimed at establishing the perception of corruption;
  • Analysis of the results of testing and questioning of police officers for the subsequent development of methodological recommendations;
  • Preparation of methodical recommendations;

Necessary Qualifications:

  • University degree in the field of psychology, sociology or related fields;
  • At least three years of relevant working experience in the field of psychology; 
  • Extensive experience in organizing trainings/workshops, at least two years;
  • Practical skills of working with the personnel of companies and institutions;
  • Professional fluency in Russian and Kyrgyz languages, both oral and written;
  • Good computer skills in MS Office, spreadsheets;
  • Absence of a criminal record.

 

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
