Purpose of consultancy

To contribute to the development of the Package of Interventions for Rehabilitation. This resource is designed to support ministries of health to plan, budget and implement rehabilitation into their health systems. This consultancy work comprises the finalization of the development of the resource, the preparation of the launch event and the development of an additional open access web-based database providing all relevant data.

Background

WHO’s Rehabilitation Programme has launched the “Rehabilitation 2030 - A call for action” initiative to draw attention to the increasing need for rehabilitation, highlight the role of rehabilitation in achieving Universal Health Coverage, and call for coordinated and concerted global action towards strengthening rehabilitation in health systems. To achieve this, WHO Rehabilitation Programme is working on different key areas, including the Rehabilitation Competency Framework (descriptions of the knowledge, skills and attitudes required to deliver rehabilitation interventions), an evidence-based Package of Interventions for Rehabilitation (PIR) that can be used by countries to plan, budget and integrate rehabilitation interventions across all service delivery platforms and along the continuum of care, an evidence-based Basic Package of Interventions for Rehabilitation that can be used by countries to plan, budget and integrate rehabilitation interventions at the Primary Care level.

The PIR will support countries to determine costs associated with the implementation of evidence-based interventions for rehabilitation, a) the assistive technologies needed, b) the equipment and consumables necessary for the delivery of the interventions, and c) workforce and time required for the implementation of rehabilitation interventions.

The WHO Rehabilitation Programme is now seeking a consultant to undertake key tasks in contributing to the development and launch of the Package of Interventions for Rehabilitation.

Deliverables

Output 1: Prepare final revisions resulting from peer review processes of the 20 health conditions-specific Packages of Interventions for Rehabilitation.

  • Deliverable 1.1 Assist in harmonizing final data based on feedback from other WHO units.
  • Deliverable 1.2 Revise and prepare final data for the 20 Packages.
  • Expected delivery date: 30 June 2022.

Output 2: Contribute to preparing accompanying materials for the Package of Interventions for Rehabilitation.

  • Deliverable 2.1 Collect background information on specific health conditions included in the PIR.
  • Deliverable 2.2 Prepare tables to be included in the print version of the PIR.
  • Expected delivery date: 31 July 2022.

Output 3: Contribute to preparing and performing the launch of the Package of Interventions for Rehabilitation.

  • Deliverable 3.1 Draft list of participants and invitation letters for the launch event.
  • Deliverable 3.2 Contribute to the preparation of technical and communication materials (presentation, concept note, briefs, information to speakers and participants) for the launch event.
  • Deliverable 3.3 Co-facilitate the launch event and provide IT/participant management support during the session.
  • Expected delivery date: 20 September 2022.

Output 4: Contribute to preparing a database including all information related to the 20 Packages of Interventions for Rehabilitation.

  • Deliverable 4.1 Prepare database of all data for all health conditions.
  • Deliverable 4.2 Adding data required to integrate data into the UHC Compendium.
  • Deliverable 4.3 Co-facilitate the launch event of the web-based tool and provide IT/participant management support during the session.
  • Expected delivery date: 15 January 2023.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:
First University degree in a rehabilitation profession (physiotherapy, occupational therapy, speech and language therapy, physical and rehabilitation medicine, or similar).

Desirable:
Completed or currently undertaking postgraduate in Public Health or a related field.

Experience:

Essential:

  • Minimum 3 years’ experience working in the area of rehabilitation;
  • Experience in project management.

Desirable:
Previous experience working for a multilateral organization.

Skills/Knowledge:

  • Basic data management and analysis skills;
  • Excellent skills in performing literature searches;
  • Excellent skills in using Word and Excel;
  • Excellent written and verbal communication skills in English;
  • Excellent interpersonal skills.

Languages required:

Essential:
Expert knowledge of English.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level A: USD 3.955 – 6.980 per month.
