Job Specific:

Under the guidance and supervision of the Finance Specialist, the Finance Assistant supports the provision of financial services within the support services function, ensuring high quality, accuracy and consistency of work. The Finance Assistant promotes a client-oriented approach consistent with UNOPS rules and regulations. She/he works in close collaboration with the Programme, Project and Support Services colleagues in the local office as well as the UNOPS HQ colleagues, to exchange information and ensure consistent service delivery.

Functional Responsibilities

Assist implementation of operational strategies and procedures, focusing on achievement of the following results:
  • Assist with the full compliance of financial processes and financial records with UNOPS rules ,regulations, policies and strategies.
Provides accounting and administrative support, focusing on achievement of the following results:
  • Assist in proper control of the supporting documents for payments and financial reports; payment execution.
  • Assist to process financial documentation (vouchers, supporting documents, telephone invoices, etc.) and maintaining internal payment and expenditures control system by ensuring that payment dashboard is tracked, vouchers processed are matched and completed, transactions are correctly recorded and posted in oneUNOPS; travel claims and other entitlements are duly processed.
  • Assist with timely provision of information for monthly reports on financial status, reconciliation of journal vouchers processed ,procedures, exchange rates, costs and expenditures and potential funding problems.
  • Follow-up with clients and other United Nations agencies for information relating to payments
  • Preparation of routine correspondence, faxes, memoranda and reports in accordance with standard operating procedures.
  • Extracting, inputting, copying and filing data from various sources.
  • Maintenance of the proper filing system for financial records and documents.
Ensures facilitation of knowledge building and knowledge sharing, focusing on achievement of the following results:
  • Participation in the Finance-focused trainings 
  • Contributions to knowledge networks and currents ( #Finance).
  • Actively interact with other Project/Programme teams and support services  to provide support in a timely manner
Impact of Results

The effective and successful achievement of results by the Finance Assistant  directly affects the overall efficiency of the individual team’s provision of administrative services, impacting the office’s capacity to efficiently and effectively service the operational needs of the office/programme/projects. Timely and accountable delivery of services, accurate data entry and presentation of financial information to ensure client-oriented approach and satisfaction that promotes the image and credibility within UNOPS Financial Services. This enhances UNOPS’ competitive position as a partner of choice in sustainable development and project services in the country/region served.

Education

A. Education:

  • Completion of Secondary School or equivalent is required.

  • Diploma Certificate in Accounting, Business Administration, Finance or or other relevant disciplines with two (2) years of relevant experience may be accepted.

  • University Degree in Accounting, Business Administration, Finance  or other relevant disciplines will be an asset but it is not required.

Certification:

CPA  /ACCA certification is desirable


Experience

B. Work Experience:

  • A minimum of four (4) years of relevant accounting and financial experience at national level is required.

  • Knowledge of UN/UNOPS financial rules and regulations is an added advantage as well as working knowledge of ERP is desirable

  • Experience /knowledge of web-based applications and Google Suite products, especially google forms, sheets, docs and slides is an asset. 

Languages

  • Fluency in written, reading and spoken English Language is required.
