UNICEF Lebanon is looking for a Youth Field and Monitoring Support Consultant to support Lebanon’s Youth and Adolescent Development section in providing support in knowledge generation, data verification and monitoring of data to the youth programming as set out in these terms of reference. The consultant will also be providing technical support to initiatives related to the new PROSPECTS project with BDD and the World Bank.

The Youth field and monitoring support consultant, under supervision of the Youth and Adolescent Development Officer, is expected to support UNICEF Lebanon’s YAD section in providing support in knowledge generation, data verification and monitoring of data to the youth programming as set out in these terms of reference.  The consultant will also be providing technical support to initiatives related to the new PROSPECTS project with BDD and the World Bank.

The selected candidate will support the monitoring of the youth and adolescent programming implemented by partners, support in the documentation of the programme activities, data and report verification follow up, technical capacity to the youth program, and knowledge generation. She or He will support on ensuring the improvement of programme implementation and strategies through evidence, so the intended programme results are met, risks are managed, and underperforming interventions are adjusted as necessary. The consultancy is intended to strengthen the field monitoring by reviewing the field monitoring strategies, plans and programmatic visit reports, where the program visit reports will provide an analysis and insights on quality of the field monitoring to ensure the programme delivery and the recommendations in the report will include the good practices, capacity gaps, implementation risks and areas for improvements.
also, the consultant will follow up on the implementation of the PROSPECTS Opportunity Fund proposal joint work plan with partners and coordination with PROSPECT partners, stakeholders, and implementing partners.


The main deliverables the consultant will be responsible to deliver against are as per the below:

(1) Technically support and follow up on the programme initiation, implementation and reporting:

Deliverable: Monthly progress report
Objective: The consultant is expected to track the progress and reporting on the implementation of the programmes by partners, through providing technical programmatic visits, reporting, coordinating with partners, and knowledge generation and data review. The same applies to the PROSPECT project where the consultant will be technically supporting in the roll out of the project with BDD and the WB.

Tasks:
- Join partners meetings, draft minutes, and share action points.
- Support on the documentation of reports.
- Source data on emergency and response.
- Provide support to online learning and monitor the sessions conducted by partners remotely.
- Support knowledge generation and management.
- Monitoring and data/report validation visits.
- Support on RCCE campaigns.
- Support the BDD project implementation.
- Support on the mental health campaign.

the payment will be processed on a monthly basis following receipt of a completion report:

- Follow up and support on implementing the integrated component and coordination withing different sections across UNICEF.

- Support the BDD project implementation.

Sub-deliverable 1: update on the youth and adolescents overall knowledge generation and management plan- 80% of payment

 

Sub-deliverable 2:

3 monitoring visits implemented– 20% of payment.

 

 

To qualify as an advocate for every child you will have…

  • An advanced university degree in Social Work, Humanitarian Affairs, Management, Social Science or any other related field.
  • Up to 2 years of project/programme experience, monitoring, and planning of programs in the emergency context.
  • Has experience in youth and adolescent programming related to monitoring and providing technical support to and follow up with partners, preferably with UNICEF;
  • Has previous experience working with UN agencies or NGOs;
  • Demonstrate excellent written and verbal communication skills in English;
  • Good writing, data processing, analytical and synthesis skills;
  • Fluency in English. Arabic is considered an asset;
  • Ability to interact successfully with individuals of different cultural backgrounds and beliefs;
  • Background education on Child and Adolescent Development highly desirable.
  • Relevant experience in UNICEF specifically on monitoring and implementation partnership management is considered as an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).
