Context

This post is located in the Finance & Admin Unit of the Africa office at the Nairobi Duty Station.

Task description

Under the overall supervision of the Financial Management Officer, direct supervision by the Senior Finance and Budget Assistant; and within delegated authority, the UNV will function as a Finance and Budget Assistant under the Finance & Administration Unit and will undertake the following tasks: a) Project and Financial Management Support Tasks: • Assist the Senior Finance and Budget Assistant in review of the status of project accounts as reflected on the Corporate dashboard for alignment with source data bases namely; Programme Information and Management System(PIMS) and Umoja. • Provides projects’ monitoring support to ensure that project timelines are adhered to and any disparities identified for corrective action. • Regularly reviews and updates project databases with relevant project information on revision/closure of project. Files and archives documentation as required (hard copy and softcopy). • Supports the Senior Finance and Budget Assistant in extracting information and generating expenditure reports from computerized information system databases; assists in preliminary analyses of the extracted information and the reports generated, and highlights areas of concern for the attention of the Financial Management Officer. • Assists the Senior Finance and Budget Assistant in the preparation/finalization of budget performance reports, performing preliminary analysis of variances between approved budgets and actual expenditures. • Assists in the financial backstopping of trust funds, including monitoring the status of voluntary contributions, generating expenditure reports from Umoja and monitoring reporting requirements by donors. • Verifies accuracy of input data in Umoja vis-à-vis project data in PIMS, ensuring consistency of data and undertakes any corrective action in collaboration with Programm officers. • Keeps an updated status of funds allotments for all the funds under the Africa office cost centre, with the supervision of the Senior Finance and Budget Assistant. • Treasury: a) Reviews incoming deposits for alignment and application to specific projects. b) Notifies project managers on status of donor payments. c) Assists to address queries from donors regarding project reports. d) Files and archives documentation as required. • Researches/Compiles Data and other information required by the Senior Finance and Budget Assistant in the review and analysis of various grants. b) Other tasks: • Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to projects and programme budgets, ensuring compliance with UN Financial Regulations and Rules, Audit recommendations, Intergovernmental recommendations/decisions as well as with United Nations policies and procedures. • Assists to draft routine general correspondence with respect to enquiries related to relevant project/programme, financial and budget matters. • Maintains and keep up-to-date files. • Performs other related duties, as assigned. Furthermore, UN Volunteers are required to: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
