The Green Climate Fund (“GCF”) is a multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change. 
GCF will contribute to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, GCF will promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change. GCF is governed by a Board, composed of an equal representation of developed and developing countries. The Fund is operated by an independent Secretariat headed by an Executive Director. 

The Fund seeks to recruit a Associate Legal Consultant to carry out the tasks, duties and responsibilities, deliver the set deliverables and provide support to the hiring unit as detailed below. The consultant will join GCF team on  
HQ based. The assignment is for an initial  230 days over a 12-month period. 
 

Role

The Associate Legal Consultant will provide legal support to the Office of the General Counsel with respect to operational matters for which the Office has a temporary but not continuous need. Such legal support includes conducting legal due diligence on proposals requesting funding from the Fund, drafting and review of partnership and financing agreements; and supporting the related negotiations.

 

Duties and Responsibilities

The Consultant will be responsible for but not limited to:

Under the overall guidance of the General Counsel, and working under a Counsel or Senior Counsel, s/he will:

• Assist in the review of funding proposals submitted to the Fund;
• Assist in conducting due diligence on proposed funding structures;
• Support the projects team of OGC with the drafting, review and negotiation of financing agreements and other legal documents required by the Fund for its operations;
• Assist in the drafting and negotiation of partnership arrangements with accredited entities;
• Support the projects team of OGC in contract portfolio management;
• Participate in and provide organizational support for the Fund’s Board meetings and other events and meetings of the Fund. This may include assisting in the preparation of relevant documentation, taking minutes, preparing summaries of discussions, and providing drafting support;
• Perform additional tasks as assigned by the General Counsel, the Senior Counsel and the Legal Counsel.


Required Experience and Qualifications

Juris Doctor, LLB, or equivalent law degree; qualification to practice law in at least one jurisdiction (additional LLM degree is a plus);
• Minimum of seven (7) years of relevant professional experience in international development finance; contract administration; banking, finance and/or capital markets area;
• Ability to work independently and under pressure with a high-level of accuracy;
• Excellent writing, presentation and communication skills;
• Strong interpersonal skills, and highly developed cultural sensitivity in communicating with all levels of staff and external clients, both orally and in writing;
• Good problem-solving aptitude and creativity;
• A willingness and enthusiasm to delve into novel areas of law; and
• Fluency in English is essential; knowledge of another United Nations language is an advantage.
