                                     Emergency Response Coordinator Geneina (Only for Nationals)

The purpose of this position is to oversee the day-to-day implementation of the emergency activities under the guidance of Emergency Coordinator. The emergency team leader is also responsible to ensure transparency, accountability, and quality of work on the ground adhere to NRC policies and are in consideration with humanitarian principles.

The Emergency Response Coordinator (EC) will report to Area Manager, with technical dotted line management to Emergency Manager, Khartoum, and will oversee NRC’s emergency response, preparedness, and contextual analyses in West Darfur. The EC will contribute to coordination, quality responses, managing, and reporting of activities under NRC’s ECHO-funded Rapid Response Mechanism (RRM) at area level. The EC will support Area Emergency Response Team to respond to rapid onset crises related to displacement and natural disasters/conflict, coordinating all emergency preparedness and response activities across the area of operation. This will include pre-planning, assessment, coordination, leadership and overseeing emergency responses, in collaboration with Area Manager and working closely with country Emergency Manager (EM) for technical guidance and implementation of emergency response and project implementation.

 

Role and responsibilities

The following is a brief description of the role.

  • Line-manage all emergency response staff in West Darfur.
  • Ensure financial management of emergency program budgets in AG.
  • Assist in the development of concept notes, proposals and reports.
  • Present NRC emergency program to all stakeholders in area of operation.
  • Ensure compliance with NRC policies/procedures, guidelines and standards.
  • Ensure alignment with Core Competency (CC) strategies. 
  • Emergency Response Coordinator is responsible for quality control, implementation and monitoring & evaluation of project activities in RRM in West Darfur.
  • Holds overall responsibility for management of the emergency response officers’ activities in the emergency project including project planning and implementation, assessments, M&E, training and quality works.
  • Take leadership in coordination, supervision and implementation of ECHO-funded Rapid Response Mechanism (RRM) project in collaboration with area staff, Area Manager and Emergency Manager (based Khartoum).
  • Coordinate and supervise all emergency preparedness and response activities at AG area level. This will include pre-planning, assessment, coordination, leadership and overseeing emergency responses, in collaboration with AG  Area Emergency Response Team.
  • Supervise and coordinate the collation of regular data on context analyses, Early Warning/ humanitarian Risk Monitoring, trigger indicators for assessments and responses.
  • Actively, supervise, lead, and participate in emergency assessments, distributions and monitoring and ensure coordination with relevant government and non-government actors [e.g. HAC, COR, relevant Ministries, IOM and other relevant UN agencies, ES/NFI Working Group, Protection Working Group, Refugee Working Group, other INGOs/national and LNGOs].
  • Develop and coordinate follow up of NRC Sudan’s Minimum (Emergency) Preparedness Actions, and when required advanced minimum actions.
  • Maintain internal CCs  Emergency Response Team (ERT) surge rosters for larger emergency responses, including support in selection and delivery of relevant training
  • Emergency Response Coordinator along with Emergency Response Team undertake active networking seeking to improve community-based early warning systems/trigger mechanisms, plus active collaboration with IOM regarding their DMT/EET mechanisms in AG to seek improvement. 
  • Participate in any inter-sectoral Core Competency (CC) assessments when requested and analyze other assessment forms relayed by NRC's CCs, especially LFS, Education and WASH/Shelter, and ensure that emergency staff follow up on all requests.
  • Take leadership in managing Emergency Response Team (ERT) in area of operation in the event of a large emergency.

 

Professional competencies

  • Previous experience working in emergency response in a humanitarian/ early recovery context
  • Previous experience working in complex and volatile contexts in Sudan,
  • It would be an added advantage to have previous experience in the Darfur especially West Darfur
  • Experience in one of the following areas: LFS, Education, WASH, Shelter
  • Fluency in Arabic, written and verbal
  • Excellent communication skills (clearly and confidently) to beneficiary communities
  • Facilitate community-based activities                                           
  • University degree preferably in social sciences, development studies or other relevant discipline
  • Minimum 3 years of experience working at Team Leader or Coordinator level or above (experience as a project manager is an added advantage)
  • Minimum 2 years’ experience in emergency response working with UN or INGO or national NGO 
  • Experience coordinating and leading field teams in emergency response
  • Experience in budgeting and financial management
  • Experience in proposal development and reporting
  • Some experience in M&E e.g. post distribution monitoring, log frame development
  • Experience in government negotiation and stakeholder coordination
  • Demonstrated staff supervision and management skills
  • Demonstrated experience in conducting emergency assessments and writing quality assessment reports.
