Organizational Setting

FAO Partnership and Liaison Office in Azerbaijan in partnership with the Ministry of Agriculture of the Republic of Azerbaijan is currently implementing Support for Structural Reform and Strategic Development of Agrarian Services Agency” project under FAO-Azerbaijan Partnership Programme (FAPP, 2016-2021). The project aims to support structural reform and strategic development of Agrarian Services Agency by enabling strengthening the delivery and effectiveness of the veterinary, crop protection, seed management and technical control services in the country. The development and restructuring strategy of the Agency will be prepared in coordination with the relevant departments of the Ministry of Agriculture and Forestry of Turkey (MoAF), including the Directorate of Strategy Development and the Directorate General of Agricultural Reform under the framework of South-South cooperation.

Technical Focus

In this regard, under the overall supervision of the Assistant to FAO Representative in Azerbaijan (AFAOR), Legal Officer from LEGN Department, the direct and operational supervision of the Program Management Specialist (FAPP), the technical supervision of the Lead Technical Officer (LTO) and responsible FAO Technical Team, International Consultant on Institutional Development will carry out the following activities

Tasks and responsibilities:

  • Review the current status of the agency and based on the comparative approach to develop some recommendations with the restructuration of the entity;
  • Develop an overall development and restructuring roadmap and action plan document for the ASA in close collaboration with national and international consultants, project partners, ASA management and other relevant stakeholders.
  • Cooperate closely with international and national legal consultants for coordinating the activities related to revision of the legislative base and establishment of an effective development plan for the ASA.
  • Work closely with ASA, AFSA, MoA of Azerbaijan, MoAF of Turkey, and other key stakeholders to devise an effective mechanism of cooperation and coordination of activities with relevant counterparts.
  • Support the organization and delivery of a workshop with representatives from the Directorate of Strategy Development and DG of Agricultural Reform of the MoAF of Turkey to critically assess the current organizational structure of ASA and suggest structural changes that would improve the services of the Agency and improve coordination with other governmental organizations.
  • Work in close cooperation with the Agency staff to develop the Strategy Plan of the Agency for the next 5-10 years.
  • Prepare a final report with recommendations for resource mobilization options and further actions.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in law, agriculture, public administration, political science, or other relevant fields;
  • Minimum 5 years of experience undertaking institutional reforms, specifically in agricultural sector;
  • Working knowledge of English (knowledge of Russian may be considered an asset).
