Org. Setting and Reporting

This position is located in the Life Support and Transport Section, Strategic Sourcing Service, Logistics Division (LD), Office of Supply Chain Management (OSCM), Department of Operational Support (DOS). The Supply Officer will report to the Chief of the Unit.

The Department of Operational Support was established to provide operational advisory services to client entities across the Secretariat, including other departments, offices away from headquarters, field missions, and regional commissions.

The Office of Supply Chain Management includes the Office of the Assistant Secretary- General for Supply Chain Management, Logistics Division, Procurement Division, Uniformed Capabilities Support Division, Global Service Center and the Enabling and Outreach Service.

The Logistics Division performs a central role in the implementation of end-to-end supply chain management across the United Nations operations. The Division provides direction and advice on supply chain planning, logistical matters, monitors and assesses the delivery of strategic transportation and support services, and directs the delivery of transportation and specialist support services in the functional areas of air transport, ground transport, engineering, medical and supply, inclusive of fuel, rations and general supplies and security equipment.

Responsibilities

Within delegated authority, the Supply Officer will be responsible for the following duties:

• Develops, reviews, monitors, assesses and manages technical contracts for the provision of support services.

• Plans and prepares current cost estimates/budget implications and long-term forecasts of Organization's requirements for machinery, equipment, tools, materials, services, supplies, aid and utilities.

• Designs, develops and updates relevant software for tracking, reconciliation, and costing purposes.

• Initiates actions leading to procurement, maintenance and disposal of items.

• Undertakes market research and reviews best practices in contract development and adapts such practices to United Nation's (UN) requirements.

• Establishes and/or reviews mission requirements. Initiates actions to fulfill and control these requirements.

• Conducts technical survey visits both in start-up phase and during implementation to plan and ensure most efficient use of resources.

• Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.

• Analyzes problems, audit and performance reports on mission activities and provides remedial action programmes where required.

• Reviews, prepares, defends supply-related Headquarters Committee on Contracts (HCC) cases and initiates action to fulfill and control these requirements.

• May provide guidance to or supervise new/junior staff.

• May perform other related work as required.

Education

Advanced university degree (Master's degree or equivalent degree) in business administration, logistics, supply chain management, engineering, or other relevant field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

• A minimum of five years of progressively responsible experience in supply services, logistics, contract management or related area is required.

• Experience in project management is desirable.

• Experience in providing logistics and supply chain support services to or in a field operation (inclusive of peacekeeping operations, special political missions, agencies, funds and programmes), or other similar international organizations is desirable.

• Experience in an international environment is desirable.

Languages

English and French are the working languages of the United Nations. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
