Purpose of consultancy

The consultant will contribute to the planning and implementation of activities related to the WHO Full Value of Influenza Vaccines Assessment (FVIVA) workstream on influenza vaccine products and supply.

Background

In 2019, WHO launched the Global Influenza Strategy 2019-2030 to provide a framework for WHO, countries, and partners to approach influenza holistically with the goal of strengthening seasonal influenza prevention and control and preparedness and response for future influenza pandemics. To achieve this, the strategy places a large focus on two high-level outcomes: (1) the development of better global tools (i.e., vaccines, therapeutics, and diagnostics) and (2) stronger country capacities.

To support the better global tools high-level outcome, WHO is initiating the FVIVA to identify the critical success factors that would enable the development, approval, and introduction of next-generation influenza vaccines across three workstreams: vaccine products and supply, vaccine demand, and vaccine impact. The vaccine products and supply workstream will consist of the collection, analysis, and synthesis of evidence for the research and development of current and improved influenza vaccines, including pipelines, manufacturing processes, and regulatory considerations. The research for the vaccine products and supply workstream will be done through literature reviews, landscape analyses, and stakeholder surveys and consultations.

Deliverables

Output 1: FVIVA vaccine products and supply workstream stakeholder engagement plan (Expected 30 June 2022)

  • Activity 1.1: In collaboration with FVIVA workstream leads and WHO technical teams, identify internal and external stakeholders to contribute to FVIVA supply workstream activities.
  • Activity 1.2: Develop stakeholder engagement plan that maps stakeholders, current and planned research activities, and opportunities for engagement in the FVIVA supply workstream.

Output 2: Influenza vaccine production capacity analysis (Expected 30 September 2022)

  • Activity 2.1: Contribute to the development of the 2022 influenza vaccine production capacity survey.
  • Activity 2.2: Facilitate survey distribution and outreach to influenza vaccine manufacturers.
  • Activity 2.3: Contribute to the analysis of survey results.

Output 3: Influenza vaccine research and development landscape analyses (Expected 31 December 2022)

  • Activity 3.1: Conduct literature review of strengths and challenges of current influenza vaccines, the pipeline for improved influenza vaccines, and innovations in ancillary products (e.g. adjuvants).
  • Activity 3.2: Conduct literature review of the current gaps and opportunities in clinical development pathways.
  • Activity 3.3: Design and distribute stakeholder survey to identify the drivers and barriers for influenza vaccine product development.

Output 4: Influenza vaccine production sustainability checklist and assessment (Expected 30 April 2023)

  • Activity 4.1: Contribute to the update of the sustainability checklist for local production of influenza vaccines based on lessons learned from previous sustainability assessments and the COVID-19 pandemic.
  • Activity 4.2: In collaboration with WHO technical teams in HQ and the Regional Offices, identify potential countries to participate in a sustainability assessment.
  • Activity 4.3: Facilitate the planning of a sustainability assessment in the identified country.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:
First university degree in public health, biomedical sciences, or other related field.

Desirable:
Advanced university degree in public health, biomedical sciences, or other related field.

Experience:

Essential:

  • Minimum of 5 years of relevant experience in public health policy and programmes and monitoring and evaluation.
  • Demonstrated professional experience in conducting public health landscape analyses, especially for research and development activities.

Desirable:

  • Experience related to influenza.
  • Experience related to vaccine policy, research or development.
  • Experience working with WHO.

Skills/Knowledge:

  • Demonstrated capacity in drafting, producing, and disseminating knowledge synthesis products.
  • Familiarity with survey development.
  • Good quantitative and qualitative analytical skills.
  • Ability to work as part of a team.
  • High level of interpersonal skills to work with a variety of stakeholders and partners.
  • Excellent writing skills.

Languages required:

Essential:
Expert knowledge of English.

Location:

Off-site – Home-based.

Travel:

Regular travel to WHO Headquarters in Geneva, Switzerland may be expected during the contract period to facilitate some activities under the work plan. Dates will be determined later.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level B: USD 7,000 - 9,980 per month.

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):
