The communication officer, assists, with a delegated level of responsibility, in planning, implementing, monitoring, and evaluating an advocacy and communication strategy to get children's and women's issues into the public domain, strengthen political will in support of UNICEF's mission and objectives in the country, and enhance the organization's credibility and brand.

How can you make a difference?

The communication officer, assists, with a delegated level of responsibility, in planning, implementing, monitoring, and evaluating an advocacy and communication strategy to get children's and women's issues into the public domain, strengthen political will in support of UNICEF's mission and objectives in the country, and enhance the organization's credibility and brand. Within the delegated authority and the given organizational set-up, the incumbent may be accountable for all or assigned areas of the following major duties and end results.

Communication strategy:

  • In support of the CO's communication strategy, the incumbent must ensure the timely production and execution of communication assets and reports.
  • Execute and follow up on local, regional, and global campaigns and advocacy priorities to support the programme and resource mobilization CO's efforts as set out in the work plan.
  • Produce or supervise advocacy and communication materials (e.g., briefing notes, images, video, human interest stories, Web pages, multimedia assets, etc.) that meet the country and global standards set out in the Brand Book.
  • Follow up on the production of advocacy and communication materials (e.g., films, videos, audio-visuals, etc.) and oversee the qualitative aspects of production (e.g., quality control, translations, reviews of layout and graphic design, etc.) to meet standards as set out in the Communication Toolkit and UNICEF's Brand Book.
  • Ensure that the intranet (ECM) Communication section is up to date.
  • Ensures that the CO's multimedia materials are available and positioned in regional and global channels such as We Share, ICON, etc.
  • Support the CO's staff, partners, and media training on communication guidelines, children's rights-focused communication, humanitarian principles, and other training that contribute to disseminating children's rights.

Brand Reputation and Crisis Communication

  • Conduct timely and strategic conjuncture analysis to prevent brand reputational risks.
  • Support the Chief of Section and the Management on crisis communication and brand reputational management.
  • Produce and update Q&A, "holding line", statements, and other brand risks reputational and communication crisis documents.
  • Provide advice to the Chief of Section, the Management, and the Programme Sections on anticipating and managing political and social sensitivities

 Media relations

  • Effective and timely professional assistance and support are provided in developing and drafting information (key messages, press releases, and others) to disseminate information about the children's rights and the UNICEF work in the country.
  • To contribute to the CO's programmatic and resource mobilization efforts, the incumbent must ensure fluent and strategic contact relationships with journalists and media outlets covering all media – print, TV, radio, web, etc. He/she ensures that UNICEF's content is rapidly and accurately disseminated to the press, as directed by the supervisor.
  • Prepare background communication and promotional materials for briefing, media visits, and other special interest groups, like donors. Assist in the planning, logistic and administrative arrangements for them.
  • Monitor and evaluate the use and effectiveness of media materials.
  • Prepare background communication and promotional materials for briefings and media visits, Goodwill Ambassadors, donors, National Committee representatives, and other special interest groups. The task includes preparing information materials (e.g., press releases, programme summaries, country fact sheets, and media kits), and assisting in the planning, logistics, and administrative arrangements.

Monitoring and evaluation

  • Regular monitoring and evaluation activities are undertaken according to the work plan to ensure maximum impact and continuous improvement of country communication efforts.
  • Ensure results and reports are prepared and shared on a timely basis.
  • Monitor and evaluate the appropriate and timely dissemination of advocacy and communication materials to target audiences and participate in the evaluation of their impact.
  • Monitor the public perception of UNICEF in the country and recommend appropriate action to ensure the highest brand performance indicators.
  • To ensure monitoring and evaluation resources to measure campaigns and advocacy strategies and recommend appropriate action for better results.
  • Ensure good quality data collection, analysis, evaluation, and reporting to ensure effective communication strategies, planning, and effective and efficient advocacy.
  • Undertake lessons learned review of successful and unsuccessful communication experiences as directed by supervisor.

Celebrities, partners, and special events

  • A strategy of alliances with celebrities and partners is developed and executed to contribute to advocacy and communication objectives.
  • The incumbent must maintain and further develop the Country Office's contact list of individuals, groups, organizations, and fora (including Government, UN, and bilateral counterparts).
  • He/she plans and executes activities and special events involving celebrities and partners for advocacy and fundraising purposes
  • Assist in developing and maintaining close collaboration with mass media and groups and organizations whose support is essential to achieving advocacy and communication objectives.
  • Monitor/document the process and effectiveness of working with these individuals/organizations.

 Managerial Functions

  • Acts as the Communication Section Officer in Charge during the Chief of Section's absences.
  • Supports the Chief of Section on drafting and following up on annual work plans, annual reporting, and other planning and operating documents.

To qualify as an advocate for every child you will have…

  • University degree in Communications, Journalism, Public Relations, or a related field.

  • Two years of practical professional work experience in communication, print and broadcast media, or interactive digital media.

    International and national work experience (for IP). Fieldwork experience (for NO).

  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English and another UN language. Knowledge of the local working language of the duty station is an asset.
