This UNOPS position at LICA5 level is advertised and open to all applicants.

Organizational Setting and Work Relationships
The position is based in the UNHCR Sub-Office in Boa Vista and provides support to all programme activities implemented by partners or directly by the Area of Responsibility of the Office. Therefore, the incumbent should have excellent written and oral communication skills in English in addition to being fluent in Portuguese language. The activities include voluminous transactional work for which strong analytical skills and attention to detail is required as well as capacity to work independently with tight deadlines. Demonstrated ability to communicate successfully and with empathy within a team and with external stakeholders, will be considered essential. The operational context continues to revolve around emergency response accompanied with staff turnover and presence of personnel with different level of understanding of RBM, programming and rules and regulations. In order to respond to these circumstances and needs, the incumbent    will be required to assist in the management of multiple stakeholders and have the capacity to seek solutions by exploring programme guidance documents and liaising with functional units in the country operation or HQs. Experience in supporting Project / Programme management, particularly in UNHCR, would be an advantage.

The Senior Programme Assistant will work under the supervision of the Programme Officer and in close collaboration with another Senior Programme Assistant and the Programme Associate in the Programme unit of the SO. S/he is expected to work closely and collaboratively with all units at the SO. UNHCR Manual, Operations Plans, UN and UNHCR financial/budgetary rules and regulations, will guide the work of the Senior Programme Assistant.

S/he is expected to have contacts within the organization and outside the duty station, as well as with partners and other stakeholders to collect information, monitor programme activities and implement administrative requirements. The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Programme Manual, supporting the mainstreaming of the MFT approach in the SO by ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle.

Boa Vista is the capital of the State of Roraima, a category (B) duty station with more than 400,000 inhabitants. High temperatures can be expected throughout the year, with a dry and a wet season. There are some options of leisure and cultural activities, with many parks and green spaces with a focus on early childhood. A public transport system and options of private taxi are available.

Duties
- Provide administrative assistance and support in routine services and activities within Programme thus better able to meet the needs of persons of concern.
- Assist in organizing and documenting the selection of partners in accordance with the policy on selection and retention of partners, ensuring due diligence to mee the requirements of projects.
- Provide support to ensure partnership agreements are established in a timely manner, regularly monitored and reported on, in compliance with established guidelines and procedures included in the framework for implementing with partners.
- Guided by the MFT approach, support the development and implementation of monitoring plans for activities implemented through partnerships and those under direct implementation in line with Programme Manual and programming instructions.
- Contribute to the review and analysis of operations plans, mid-year and year-end reports, ensuring quality assurance and compliance with established policies, guidelines, procedures and standards. Generate and maintain records of implementation rate (performance progress and expenditures) on a regular basis.
- Assist in ensuring compliance with issuance of audit certificates for partners in line with the Policy on Risk-Based Project Audits.
- Use UNHCR¿s corporate tools (e.g. Focus Client, Global Focus Insight and FOCUS Reader, MSRP) for core activities related to planning, budgeting, implementation and reporting, generating data for evidence-based programmatic decisions and analysis.
- Actively contribute to UNHCRs programming of community of practice and continuously contributing to improvements of programming tools and processes.

Completion of UNHCR Learning Programmes or specific training relevant to function of the position including Programme Management ¿ Level 1. E-tutoring of PM1, Framework for Implementing with Partners Learning Programme. Experience in programme management training and capacity building activities.
