ORGANISATIONAL CONTEXT 

The International Development Law Organization (IDLO) enables governments, empowers people, and strengthens institutions to realise justice and promote peace and sustainable development. IDLO is the only global intergovernmental organisation exclusively devoted to promoting the rule of law and access to justice. With its headquarters in Rome, Italy, a Branch Office in The Hague, and Permanent Observer Missions to the United Nations in New York and Geneva, IDLO carries out policy advocacy, research, and learning, as well as the rule of law and justice programs in countries through 18 Country Offices operating in every region of the world.   

IDLO provides institutional strengthening support towards the implementation of the Constitution of Kenya by way of strategic policy development, critical legislative review, expert technical advice, and capacity building to the Judiciary, National Council on Administration of Justice (NCAJ), Office of the Attorney General and Department of Justice, the Kenya Law Reform Commission, the Council of Governors, the Kenya National Commission on Human Rights (KNCHR), the National Gender and Equality Commission (NGEC), the State Department of Gender among others.

ABOUT KENYA NATIONAL COUNCIL OF ELDERS 

The Kenya National Council of Elders (KNCE) was established in 2009 with the primary objective to leverage Kenya's history in the use of TDR and ADR.  The Council offers alternative justice solutions to Kenyans in a fair, timely and expeditious manner. It is considered the most accessible, available and affordable platform for marginalized groups. the Council offers its services to every ethnic community in Kenya, which presents a key institution's key strength.

DELIVERABLES

 Deliverable A: Documentation 

  1. Develop and submit an Inception Report detailing the understanding of the Terms of Reference and a proposed plan of action, with a work plan indicating clear milestones and timelines. To be delivered within 2 weeks of start date. 
  2. Submit a report on the proposed components of the Case and Documentation Management System (CDSS).
  3. Submit a monthly report to the Secretary-General of the Kenya National Council of Elders and the IDLO ICT Officer on the features designed and developed and the key results realized thereof. The expected deliverables for the subsequent month are to be submitted by the 25th of every month, together with a monthly work plan (in line with the IDLO reporting template). 
  4. Develop a detailed technical architecture for the Case Tracking System for management and track of reported cases.
  5. Develop a detailed technical architecture for documentation.
  6. Develop the logical database design, database schema and data model of the application 
  7. Provide the following system documents; (i) technical manual and; (ii) training manual 
  8. Provide the application documents’ source code documentation and application git book documentation
  9. Conduct Training for both Kenya national council of elders on the use of the system

Deliverable B: Case Tracking System

  1. Well-commented Source Code (Application development) for all system enhancement work.
  2. Test Plans and Test cases (including Unit Test Plan, System/Integration Test Plan, User Acceptance Test Plan, Security Test Plan, Load Test Plan, Regression Test Plan)
  3. Integrate the User Management Module in the Case Tracking System
  4. Develop a Public-facing module for processing and management of reported cases from the External and Internal stakeholders.
  5. Develop an Internal facing module with a clear workflow for processing and management of Cases. 
  6. Develop a complaint linking workflow with the Case Tracking System to ensure all complaints are linked to the cases to be viewed by members of the council only.
  7. Develop a case tracking module to ensure users can track their cases
  8. Develop Notification and correspondence module to ensure effective and efficient feedback mechanisms with the clients.
  9. Develop Test and host webpage for the duration of the contract

Deliverable C: Support for the Solution 

  1. Train and engage the ICT personnel and Management from the KNCE during the entire system development cycle to ensure that proper transfer of knowledge is being provided to the ICT personnel.
  2. Provide technical support for the system updates to ensure all issues raised during the implementation are resolved.
  3. Provide bug fixes and code reviews to improve the usability of the system as per the user requirements
  4. Resolve the issue within 24 hours from the time of reporting. 
  5. Prepare and submit Final comprehensive handover report on the System features designed and developed within the contracted period in the implementation of TORs, key results realized, pending work, challenges faced and recommendations 
  6. The consultant shall provide a comprehensive onsite warranty for the entire Contract Period.

DURATION OF THE ASSIGNMENT

The duration of the consultancy contract will run for a period of five (5) months.

REPORTING AND SUPERVISION

The consultant will work under the overall supervision of the Kenya National Council of Elders (KNCE) during the execution of this assignment.  Payment will be done against a disbursement schedule as outlined in the contract and based on receipt of clearly defined deliverables within a specific timeline as confirmed by IDLO, the ICT officer.

IDEAL CANDIDATE

  1. Hold a BSC. in Computer Science Software Engineering, Computer Engineering, Information Systems, Electrical Engineering, Information Technology, Mathematics, Physics or other numerate disciplines.
  2. Professional certification in Software/Applications Development will be an added advantage.
  3. Having at least 3-5 years of professional experience regarding software programming, with demonstrated deliverables in user end products, and prior experience in the Judiciary will be added advantage.
  4. Strong in-depth knowledge/knowledge/experience in practical development with PHP, PL/SQL (PostgreSQL & MySQL), JAVA, ASP, IIS, WebLogic, C# and ASP.net, Python, Flask and web technologies is imperative.
  5. Strong in-depth knowledge and experience with Laravel will be an added advantage 
  6. Project management/client experience when developing ICT solutions would be added benefit.
  7. Possess a strong work ethic characterized by the desire to achieve results. Ability to multi-task in a high-pressure environment, responds rapidly to ad hoc requests, meet tight deadlines and ensure diplomacy and tact when engaging with prominent public figures. 
  8. Strong problem-solving skills, with a high degree of a personal and professional organization. Must have a strong team player approach to work.
  9. Possess strong time management skills and flexibility to adapt work plans based on changing variables.
