Organisational context

The Victims Participation and Reparations Section (VPRS) is in the Division of Judicial Services (Registry), charged with assisting victims in applying for and participating in different phases of the proceedings and reparations. The Section manages applications for participation and reparations and all other related documents received from victims, transmit s them to those involved in the relevant proceedings, and assists Chambers by analysing the applications according to judicially determined criteria and preparing reports thereon. The Section contributes to the development and implementation of the Court’s strategy in the field to enable victims to make their applications, to be legally represented and to participate in proceedings effectively. The Section undertakes operations at the seat of the Court, to manage applications for participation and reparations and all other related documents received from victims, to transmit them to those involved in the relevant proceedings, and to assist Chambers by analysing the applications according to judicially determined criteria and preparing reports thereon. The Section contributes to the development and implementation of the Court’s strategy in the field through the Field Offices to enable victims to make their applications, to be legally represented and to participate in proceedings effectively.

 

Duties & Responsibilities

Under the supervision of the Field Coordinator, the incumbent is required to perform the following duties:

  • Carry out the preliminary legal processing of applications for participation in proceedings or reparations , including by: conducting legal analysis of applications, identifying what further information must be requested, preparing requests for such information, and
  • interacting with victims, intermediaries and legal representatives as required;
  • Prepare, in collaboration with the Section’s Data Processing Unit, redacted versions of applications received f rom victims for participation in proceedings or reparations;
  • Prepare notes, letters, background papers, reports, plans of activities, informational materials and other documents f or the Field Coordinator’s review;
  • Provide input for draf ting and implementing procedures to facilitate and manage applications for participation and reparations presented by victims to the Court;
  • Keep abreast of all developments relating to victims before the Court and prepare key messages for victims and intermediaries;
  • Conduct substantive research on complex legal issues including the identification of groups of potential victims entitled to participate in proceedings and/or to request reparations, individuals and organisations that may be intermediaries with victims, secure and effective victims’ application processes and quality legal representation services for victims;
  • Liaise with victims, intermediaries, legal representatives of victims, civil society organizations, and other staff of relevant sections to provide guidance on victim participation and reparations-related issues;
  • Perform any other tasks to support the work of the Field Unit and the Section as required.

 

Essential Qualifications

Education:

Advanced university degree in law, preferably with specialization in international criminal law, public international law, humanitarian law and human rights law is required. A first-level university degree in combination with two additional years of qualifying experience is
accepted in lieu of the advanced university degree.

 

Experience:

A minimum of two years (four years with a first-level university degree) of relevant professional experience in the field is required. This can be experience in human rights projects and matters (ie. national/regional/international human rights institutions, advice to
the police, parliament or civil society organizations), OR on conflict-related programs on projects dealing with sexual and gender violence, OR on reparations and transitional justice programmes, particularly on victims’ rights, OR in a legal or judicial environment
(international, internationalised or national criminal courts and tribunals).

Demonstrated work experience with confidential information, on survivor-centric approaches and on sexual and gender violence are consider assets.


Knowledge, skills, and abilities:

  • Knowledge of the rights of victims at the ICC;
  • Ability to adapt to a multicultural and multilingual working environment;
  • Understanding of victim-related field operations in the countries or regions in which the Court operates;
  • Legal drafting and analytical skills; ability to maintain precision and quality of legal analysis when dealing with a large volume of data/tasks;
  • Sound teamwork skills (listens, consults and communicates proactively);
  • Strong IT skills and ability to use relevant software applications, in particular Microsoft Office applications;
  • Ability to handle highly confidential information with discretion; capable of observing strict security and confidentiality protocols, and knowledge of security and logistical demands in a field context.


Knowledge of languages:

Proficiency in one of the working languages of the Court, French or English is required. Working knowledge of the other is an asset. Knowledge of another of official language of the Court (Arabic, Chinese, Russian and Spanish) is considered an asset.
