Background Information - Job-specific

Under the direct supervision of the Diversity and Inclusion Specialist, the Diversity and Inclusion Associate (Gender) supports the Diversity and Inclusion Specialist (Gender) in a) ensuring compliance with the Project’s Sexual Abuse and Exploitation / Sexual Harrassment Action Plan, and b) in supporting project components on any relevant gender and social inclusion aspects.  Both also provide support on training and awareness, data analytics and monitoring of gender-related policies. The Diversity and Inclusion Associate (Gender) will be required to travel across all project sites.

Functional Responsibilities

Summary of Key Functions  


  • Support the Diversity and Inclusion Specialist (Gender) in the implementation of the Gender and Diversity focused guidelines specific to the project and its stakeholders, based on the project’s legal framework, project development objectives and Results Framework indicators, its Entry Criteria for Access (ECAs), its Operations and Training Manuals.

  • Support the Diversity and Inclusion Specialist (Gender) in gender-focused trainings for the Facilitating Partners (FPs) and the private contractors.

  • Support the Diversity and Inclusion Specialist (Gender) in the promotion, incentivizing and evaluation of the inclusion and participation of women in the communities in project activities and specifically as CDC or CDC subcommittee members. 

  • Provide transactional  support in training management and all project personnel and FP key personnel in the project’s gender and diversity norms.

  • Help raise awareness of GBV within the communities in which UNOPS operate.

  • Closely monitor and report on the implementation of the project’s entry criteria of access (ECA) related to women’s inclusion and participation.

  • Support all Project components in all aspects of gender equality and social inclusion.

  • Support the Diversity and Inclusion Specialist (Gender) to collect, compile, analyze and report on the gender-disaggregated data on the inclusion of women, physically or mentally challenged persons, IDP/returnee, very elderly and other most vulnerable groups in the project beneficiary selection and project benefits.

  • Closely monitor and inform the Management on policies/procedures/guidelines/laws issued by the de-facto authorities at central and field levels that could impact on the participation of women and other marginalized groups in project activities.

  • Ensure that the overall training materials of the project are gender-sensitive and contextualized for rural/urban project coverage areas.

  • Serve as a permanent member of the grievance redressal committee related to gender-based violence or sexual harassment.

  • Assist the Diversity and Inclusion Specialist (Gender)  in the implementation and compliance with the Project’s SEA/SH Action Plan 


Impact of Results


The effective and successful achievement of results by the Diversity and Inclusion Associate directly impacts on the development and performance of the project. It confirms UNOPS’ role as a key and trusted partner to the World Bank, and UNOPS’ position as a critical service provider, in all challenging work environments. Given the current political and humanitarian situation in Afghanistan, this project would support the urgent repositioning of AFCO and strengthen UNOPS presence and visibility in Afghanistan, raising the profile of UNOPS  in the global humanitarian context. 


Monitoring and progress controls will be in accordance with work plans that the Supervisor and incumbent will prepare at the beginning of the assignment.   

Education/Experience/Language requirements

Education

  • Completion of secondary school is required. 

  • A first-level university degree (e.g. Bachelor) in Sociology, Development Studies, Gender or other social science is desirable but not required, and may be considered as a substitute for some years of work experience.

  • Specific gender-focused training by the UN, World Bank or international non-governmental (INGOs) organizations is an asset.


b. Work Experience 

  • A minimum of 6 years of relevant experience in gender, women’s empowerment and/or diversity management for candidates with a high school diploma is required, or

  • A minimum of 2 years of relevant experience in gender, women’s empowerment and/or diversity management is required for candidates with a first-level university degree.

  • Experience working with the World Bank, UN agencies or other donor agencies, government ministries, and/or non-governmental organizations (NGOs) is valued.


c.  Languages

  • Fluency in English is required.

  • Fluency in Pashto and/or Dari is desirable.

Contract type, level and duration

This VA is open only for Afghan nationals under CTG contract modality not UNOPS ICA.
