Background:
The OSCE Presence in Albania (hereinafter ‘the Presence’) aims to support national authorities, institutions, and citizens to be better informed and equipped in regards to protecting, promoting, and respecting human rights in Albania in order to better harmonize practice with OSCE and European standards. To this end, the Presence works alongside national authorities, institutions, civil society organizations, and citizens to strengthen fundamental human rights and freedoms in Albania. Furthermore the Presence monitors the human rights situation in Albania, as well as reports and provides targeted advice to relevant authorities to ensure the efficient implementation of legislation in line with international obligations and OSCE commitments. It supports national human rights institutions in enhancing their capacities to effectively carry out their role for the protection and promotion of human rights and encourages the mainstreaming of human rights into main state policies. The Presence also supports authorities to improve detention conditions in prisons in line with international standards and good practices.To achieve these commitments at the highest possible standard, the Presence often requires the expertise and services of qualified international experts who assist the Presence and the Albanian authorities in particular aspects of the human rights.

 

Objective of Assignment: 

To enrich its roster of experts and consultants, for contractual engagement, the OSCE Presence in Albania calls for applications of qualified, experienced international experts in the field of Human Rights and in particular at least in  one of the below key focus areas.

 

Tasks and Responsibilities:

•    National Human Rights Institutions;
•    Tolerance and Anti-Discrimination;
•    Human Rights and New Technologies;
•    Transitional Justice, including historical, legal and sociological implications;
•    Human Rights Compliance in Prison Management and Administration;
•    Probation Services;
•    Preventing and Countering Violent Extremism and Radicalization that Lead to Terrorism;
•    Human Rights Defenders;
•    Human Rights Monitoring and Reporting;
•     Human rights capacity-building for State Institutions, Civil Society Organizations and citizens;
•    National Minorities;

 

Necessary Qualifications:

•    Advanced university degree in law, social sciences, or other disciplines related to human rights; 
•    At least five years of professional experience in the human rights field; also as a legal professional in an academic field, judicial system, or penitentiary system; 
•    In-depth knowledge of international legal standards on human rights issues;
•    Demonstrated gender awareness and sensitivity, and an excellent ability to integrate a gender perspective into tasks and activities;
•    Excellent writing and reporting skills;
•    Very good knowledge of English, proficiency in verbal communication and in written form;
•    Computer literacy with practical experience with Microsoft applications;
•    Ability to work under time pressure and meet tight deadlines;
•    Ability to work flexibly, alone or within a team and to establish and maintain effective working relationships with people of different national, cultural and other backgrounds.


Desirable Qualifications:

•    Understanding of Human Rights and anti-discrimination issues in Albania and in the Region;
•    Knowledge of the functions, role and responsibilities of National Human Rights Institutions and Equality Bodies;
•    Proven experience in developing and applying training techniques and conducting capacity building activities for various audiences;
•    Knowledge and understanding of human rights and new technologies would be an advantage
•    Experience working with international organizations, or in different cultural contexts across the OSCE region, and knowledge of the different regions of the OSCE.
•    Experience in investigation and research in the field of transitional justice, including issues pertaining to missing persons, victims of enforced disappearance from totalitarian regimes; 
•    Experience on Human Rights Compliance in Prison Management and Administration
•    Experience on Probation Services
•    Experience on Preventing and Countering Violent Extremism and Radicalization that Lead to Terrorism

 

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
