It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) It provides Services to partners' programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York. The SDC has a footprint in approximately 125 countries.

UNOPS has signed an agreement with the United Nations Office for Counter Terrorism (UNOCT) to implement the project activities for the Global Programme on Prosecution, Rehabilitation and Reintegration.
The Global Programme on Prosecution, Rehabilitation and Reintegration (PRR)

UNOCT’s Global Programme on PRR is designed to support Member States to meet the requirements from the General Assembly and the Security Council to implement comprehensive PRR strategies for individuals who have reasonable grounds to believe are terrorists, including suspected foreign terrorist fighters (FTFs) and their accompanying family members, including spouses and children. To this end, the Global Programme on PRR supports the counter-terrorism efforts of Member States by providing guidance, coordination and capacity building in the prosecution, rehabilitation and reintegration of returning foreign terrorist fighters and their families as well as local supporters and affiliates of UN-listed terrorist groups.

This position reports to the Project Manager and requires close coordination with the Counter-Terrorism Committee Executive Directorate (CTED) who is a substantive partner to UNOCT’s Global Programme on PRR. The incumbent of this position will be a personnel of UNOPS under its full responsibility.

Functional Responsibilities

Under the direct supervision of the Project Manager and in close coordination with CTED, the Programme Management Specialist will be expected to perform various activities including:
  • Developing knowledge outputs and delivering upon expert activities under the Global Programme on PRR, with an emphasis on (a) the finalization and the promotion/dissemination of the UNOCT-UNODC-CTED Compendium on PRR Practices and Lessons Learned and (b) the interlinkages between PRR and new and emerging technologies.
  • Preparing or assisting in the preparation of drafts of background papers, studies, reports, and commentaries, as well as teaching/training materials in the field of PRR, including (but not limited to) the promotion/dissemination of the UNOCT-UNODC-CTED Compendium on PRR Practices and Lessons Learned.
  • Conducting extensive research and analysis and prepare studies, comparative studies, briefs and reports as it relates to the development of new thematic projects on (a) screening/risks assessments processes, (b) innovative methods of sharing digital evidence, including when collected on the battlefield and/or collected, handled, preserved and shared by the military, as well as on promoting related international judicial cooperation, (c) rehabilitation in custodial and non-custodial settings and (d) ultimate reintegration.
  • Leading, coordinating and advising, as appropriate, on the implementation of deliverables, including (1) furthering dialogue with civil society, the private sector and academia, in areas pertaining to the linkages between PRR and the use of technology for terrorist purposes, cybersecurity, new and emerging technologies, as well as the collection and dissemination of digital evidence, including when collected on the battlefield and/or collected, handled, preserved and shared by the military; (2) research on the importance of local context in successful open source criminal justice investigations; (3) focused collaboration on monitoring innovative accountability mechanisms regarding the use of the information and communication technologies and other new and emerging technologies to counter terrorism and bring terrorists to justice; and (4) support to Member States criminal justice responses to cyber-attacks carried out by designated terrorist groups and/or with a terrorist intent.
  • Attending and assisting colleagues in servicing diplomatic conferences, missions, commissions, committees, briefings, task forces, expert groups and other bodies, including preparation of background materials, summaries of issues and views of delegations, meeting reports, etc.
  • Performs other duties as may be reasonably required and in line with the incumbent’s scope of services above.

Education/Experience/Language requirements

Education:
  • Advanced University Degree (Master’s Degree or equivalent) preferably in International Law, International Relations, Public Administration, Criminal Justice, or other relevant field is required; 
  • First level university degree (Bachelor’s or equivalent) in combination with 2 additional years of relevant experience may be accepted in lieu of an Advanced university degree
  • Specialization in information technology or cybersecurity law is desirable.
Required work experience:
  • A minimum of five (5) years of experience in international law, human rights, criminal justice, public administration, programme management or a related field is required; 
  • Experience related to counter-terrorism is required;
Desired Experience (The following experience is optional. Candidates who do not have it are welcome to apply):
  • Experience in legal research with a focus on cybercrime is desirable;
  • Experience in drafting legal analysis is desirable;

Language:

  • Fluency in oral and written English is required;
  • Knowledge of another official United Nations language is an asset.
