OVERVIEW OF THE FUNCTIONS OF THE POST

 

The Global Education Monitoring Report (or GEM Report), established in 2001 as the Education for All Global Monitoring Report (GMR), is an editorially independent, authoritative, and evidence-based annual report that monitors progress in education in the Sustainable Development Goals (SDGs), which were adopted as part of the 2030 Agenda for Sustainable Development. The Report is funded by a group of governments, multilateral agencies and foundations and published annually by UNESCO to serve the international community. It is widely recognised as an indispensable advocacy and technical tool supporting inclusive and equitable quality education and promoting lifelong learning for all. 

 

Under the overall authority of  the Assistant Director-General for Education, the overall guidance from the GEM Report Director and the immediate supervision of the GEM Senior Policy Analyst (Thematic Lead), the Associate Project Officer will be responsible for the coordination and development of the PEER profiles. This will include defining the template, carrying out research and developing profiles, commissioning external support where necessary, identifying patterns and trends from the qualitative evidence, coordinating the review and uploading of the profiles on the website and managing relations with external partners. The Associate Project Officer will also support research and writing of GEM Report chapters and other products. 

 

In particular, s/he will :

 

Long Description
  • Coordinate the work on the PEER website. This will include the following tasks: 
    • Define the scope of the PEER profiles,
    • Research the relevant legislation, policies, strategies and programmes, as well as the relevant peer-reviewed literature and develop country PEER profiles,
    • Manage consultants that contribute PEER profiles, 
    • Coordinate relations with external partners involved in the development of PEER profiles, 
    • Review PEER profiles and identify patterns and trends from the qualitative evidence in the form of indicators,
    • Ensure that interesting country examples and the results of the mapping of trends emerging from the profiles feed into the GEM Report, 
    • Coordinate regular PEER team meetings to discuss progress in the development of profiles, 
    • Format the country profiles for uploading to the PEER website. 
Long Description
  • Write a chapter or sections of the Report and other report outputs to agreed quality standards. This will involve: 
    • Undertaking quantitative and qualitative analysis and literature reviews,
    • Commissioning and managing external experts to conduct specific research studies.

 

  • Support quality assurance (fact-checking and referencing) of GEM Report products. 

 

  • Represent the team in public events.

EDUCATION 

  • Advanced university degree (Master degree or equivalent) in education, development studies, economics, sociology, social policy, or other related social science discipline.  

 

WORK EXPERIENCE 

  • Minimum of two (2) years of professional experience as a researcher and/or analyst of which preferably 1 year acquired at international level. 
  • Proven record of written work in publications in education monitoring. 

 

SKILLS/COMPETENCIES 

  • Strong analytical skills and ability to think critically, strategically and innovatively.
  • Proven ability to draft clearly and concisely in English.
  • Demonstrated knowledge of different research methods.
  • Demonstrated capacity to manage a project and work under tight deadlines.  
  • Excellent communication skills to interact effectively with external partners.
  • Ability to maintain effective collegial relations in a multi-cultural setting and to work effectively and collaboratively in a team environment. 
  • Excellent IT skills, including knowledge of MS software (Word, Excel etc.).  

 

LANGUAGE

  • Excellent knowledge (written and spoken) of English.

  • Knowledge of another official language of UNESCO (Arabic, Chinese, French, Russian or Spanish).
