OVERVIEW OF THE FUNCTIONS OF THE POSTThe Global Education Monitoring Report (or GEM Report), established in 2001 as the Education for All Global Monitoring Report (GMR), is an editorially independent, authoritative, and evidence-based annual report that monitors progress in education in the Sustainable Development Goals (SDGs), which were adopted as part of the 2030 Agenda for Sustainable Development. The Report is funded by a group of governments, multilateral agencies and foundations and published annually by UNESCO to serve the international community. It is widely recognised as an indispensable advocacy and technical tool supporting inclusive and equitable quality education and promoting lifelong learning for all.
Under the overall authority of the Assistant Director-General for Education, the overall guidance from the GEM Report Director and the immediate supervision of the GEM Report Senior Policy Analyst (Monitoring), the Associate Project Officer (Research) will take responsibility for supporting the preparation of the monitoring part of the 2023 GEM Report.
The incumbent’s major activities will include:

2023 GEM Report on technology
- Participate in research meetings and provide feedback on chapter drafts.
- Research and draft several sections of the monitoring part in areas agreed with the supervisor.
- Support preparation of statistical tables.
- Contribute to report quality assurance process (e.g., fact-checking, referencing).

Spotlight regional report on completion and foundational learning in Africa
- Support report development.
- Support background paper commissioning and review process.
- Support the Spotlight country research teams.
- Support report development, conducting quantitative and qualitative data analysis, literature reviews and sections or chapters.

Overall support to monitoring activities
- Support Global Partnership for Education results report development.
- Support online resource development (SCOPE, VIEW, WIDE).

Support advocacy and communication materials, notably on graphs and dynamic visualization.
EDUCATION
- Advanced university degree (Master’s degree or equivalent) in education, development studies, economics, sociology, social policy, or other related social science discipline.
WORK EXPERIENCE
- Minimum two (2) years of professional experience as a researcher and/or analyst in global education issues.
SKILLS/COMPETENCIES
- Strong research and analytical skills.
- Proven statistical skills.
- Good data visualization skills.
- Ability to think critically and innovatively.
- Demonstrated capacity to work under tight deadlines.
- Ability to maintain effective collegial relations in a multi-cultural setting and to work effectively and collaboratively in a team environment.
- Excellent IT skills to carry out the work.
LANGUAGE
- Excellent knowledge (written and spoken) of English.
WORK EXPERIENCE
- Record of publications particularly in peer reviewed journals.
LANGUAGES
- Knowledge of another official language of UNESCO (Arabic, Chinese, French, Russian or Spanish).
