Head of MEAL - Syria Response*

in Gaziantep 

The position is to be filled as soon as possible, with an initial contract duration of one year. There are very good prospects for an extension. Employment location will be Gaziantep, Turkey.

As Head of Monitoring, Evaluation, Accountability and Learning (MEAL) - Syria Response, you will support and advise the programme leadership and all M&E personnel to enhance Welthungerhilfe (WHH) Turkey’s program quality, outcomes and impact through collaborative and effective M&E systems, research methodologies, continuous learning, and you have responsibility for managing WHH Turkey’s key accountability systems.

Your responsibilities

  • Manage the MEAL department in the Country Office and supervision of project level MEAL staff
  • Oversee and implement the actions and objectives as defined in the MEAL Department strategy and action plan
  • Mainstream M&E in project implementation and program development
  • Manage WHH Turkey’s key accountability mechanisms and reporting systems
  • Design and oversee the implementation of the Core Humanitarian Standards (CHS) organisational self-assessment
  • Provide technical guidance and leadership to MEAL staff on the development of MEAL plans, corresponding tools and approaches
  • Provide support on project and program development, e.g development of Theories of Change and Logical Frameworks
  • Capacity development in MEAL-related issues and topics, including MEAL system development, MEAL management, data collection, processing, analysis, and visualization, and data-based program learning
  • Lead, coordinate, and manage internal and external project evaluations
  • Promote all aspects of MEAL to support the creation of an organizational culture which prioritizes quality programming
  • Represent Welthungerhilfe and provide inputs for reporting towards partners and other stakeholders as required

Your profile

  • A university or polytechnical degree in international relations, or a similar field including topics like research, social science, gender, protection
  • Experience of, and commitment to working through systems of community participation and accountability
  • Experience of managing/supervising, training and coaching staff
  • Strong experience in the design of MEAL systems, including Theory of Change, Logical Frameworks and Data Quality Assessments
  • Demonstrated strong monitoring and evaluation skills, including planning/participating in evaluations
  • Experience in questionnaire development, data collection and data management; experience with CommCare is a plus
  • Demonstrated competency in data analysis and visualization of quantitative and qualitative data via Excel, SPSS/Stata/R, or PowerBI
  • Ability to work in a team as well as independently as well as excellent communication and influencing skills 
  • A high level of mental and physical resilience and willingness for duty trips in rural areas with unstable security situation
  • Readiness to receive necessary vaccinations for traveling to Welthungerhilfe's programme countries
  • A very good command of English. German, Arabic or Turkish skills are an asset
