Job Title:  Country Capacity Strengthening Policy and Mainstreaming

BACKGROUND AND PURPOSE OF THE ASSIGNMENT: 

 Many developing countries are steadily increasing national capacity and partners are increasingly supportive of these processes. In such contexts, a single focus on “direct delivery” assistance is becoming less relevant, while demand for a “twin-track” approach combining both delivery and knowledge-based transfers and technical assistance is increasing.

Strengthening national programmes, capacities and systems is increasingly seen as yielding greater and

more sustainable impact and WFP is increasingly integrating “enabling” functions into its business. This

shift has accelerated with the COVID-19 pandemic, as WFP has responded to the increased needs tied to

the global shock. The Strategic Plan 2022-25 has emphasized the “capacitation” and “changing lives” dimensions of WFP’s work going forward. Strengthening corporate engagement on Country Capacity Strengthening (CCS) and agreeing on a common vision and implementation plan going forward is therefore both important and timely.

 

ACCOUNTABILITIES/RESPONSIBILITIES 

 

  1. Support the CCS Policy lead in the finalization of the CCS Policy Update 2022. This task will include (a) support for consultations with internal stakeholders and (b) support in preparing the presentation for the Executive Board formal submission of the policy update.
  2. Support the CCS Policy lead in the operationalization of the CCS Policy Update.
  3. Support the mainstreaming of the CCS agenda across WFP. This includes developing materials to support the roll-out of the CCS Policy Update and providing inputs via concept notes and terms of references for evidence-generation and operational research. For example, supporting the development of position papers that draw on evidence from the field to elaborate on the policy update in different, key functional areas.
  4. Support the CCS Policy lead in the coordination of the analytical engagement with Oxford Policy Management (OPM).
  5. Other tasks as required.

DELIVERABLES AT THE END OF THE CONTRACT:

 

  1. Support in finalizing the formal submission and presentation of the CCS Policy Update 2022;
  2.  Support in preparing the CCS Policy Update Implementation Plan or another operationalization document;
  3. Support in developing additional materials related to the operationalization of the CCS Policy Update, such as position papers elaborating on the policy update in different functional areas.

 

QUALIFICATIONS & EXPERIENCE REQUIRED: 

 Education:  

Advanced University degree in International Development, International Relations, or other field relevant to international development assistance, or First University Degree with additional years of related work experience.

Experience:  

The candidate should be able to demonstrate strong competence in the following areas:

  • Has supported national development programmes, policies, strategies or plans and institutional structures, in relation to food security and/or nutrition and revolving around national capacity strengthening and/or programme and knowledge management.
  • Good work planning and project management skills ideally demonstrated in a WFP or other international context.

Knowledge and Skills 

  • Strong research and drafting skills.
  • Data collection and analytical writing skills, including ability to analyse and consolidate quantitative and qualitative information to understand national capacities across a wide range of policy and programme areas and identify gap and needs, as well as WFP's entry points.
  • Strong interpersonal skills demonstrated by the ability to gain the assistance and cooperation of others in a team endeavour through demonstrated technical leadership.

Strong communication and conceptual skills.
