ORGANIZATIONAL CONTEXT

 

The Officer will liaise with Regional Burea and HQ to keep them abreast of main developments and request support when needed.The Gender and Accountability to Affected Population officer is responsible for coordinating and providing technical support for the country office’ efforts to integrate gender and protection in its programmes in line with WFP’s policy on protection and informed by the protection manual.

The Officer will liaise with Regional Burea and HQ to keep them abreast of main developments and request support when needed.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Lead and regularly update context and protection risk analysis and diversity mapping.
  • Advise the country office and cooperating partners on implementation of mitigating measures in operations and appropriate adjustments to ensure inclusion of most vulnerable and at-risk categories.
  • Analyze primary information from stakeholders (affected populations, INGOs, UN agencies and others) on the situation and experience of crisis affected populations and apply a protection and gender lens to the interventions.
  • Support principled humanitarian action and support the country office on humanitarian access – as and when needed/requested.
  • Provide strategic and technical support for the mainstreaming of protection and Gender across WFP operations in the country.
  • Support the country office and cooperating partners to integrate protection and Gender (integration of women’s participation and gender equality) in assessments, monitoring, implementation, evaluation, and reporting tools.
  • Contribute to the design and implementation of approaches related to information provision, community consultation, feedback, and complaints mechanisms.
  • Support the country office and cooperating partners to implement good practice in data protection and privacy

Long Description

  • Lead the implementation of the WFP’s Gender Policy and ensure that the project goals, objectives, processes and activities are gender sensitive and meet the needs and priorities of women, men, girls and boys of all diversities.
  • Develop tools for protection and gender integration, monitoring and reporting as needed

    Capacity strengthening:

  • Develop and implement a capacity building strategy on gender, protection, inclusion and community engagement for cooperating partners and WFP staff.
  • Provide mentoring and support to staff in relevant functional areas.
  • Document lessons learned and best practices in protection risk analysis, mitigation and integration related to gender and protection.
  • Disseminate WFP corporate guidance on Protection, Inclusion, accountability to affected population and Gender.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University Degree in one of the following disciplines: Social Sciences, International Development, Political Science, Law or related field; must have specialization in protection, gender and/or human rights related fields

Experience: at least 6  years or more of solid, responsible, and relevant work experience in humanitarian organizations and operational implementation of protection/gender programming and protection/gender integration in other humanitarian sectors, with a strong focus on protection risk reduction, including related to access to humanitarian assistance, conflict sensitivity, gender in humanitarian operations, community engagement, and inclusion.

Language: Fluent (Oral and written) in English. Knowledge of Arabic language is an asset.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Strong analytical, writing and communication skills.
  • Sound knowledge and skills in training and facilitation.
  • Knowledge of UN system policies and functions pertaining to promotion of gender, protection, accountability and inclusion risk mitigation and good practice.
  • Strong capacity in establishing and sustaining relationships with diverse stakeholders.
  • Capacity to innovate solutions for gender, protection, accountability and inclusion relevant to social, cultural and political norms at local and national levels.

OTHER SPECIFIC JOB REQUIREMENTS

  • In-depth knowledge and operations experience in risk identification and operationalization of mitigation measures, protection, gender, gender-based violence, humanitarian principles, access, and other humanitarian policy issues, and their linkages to humanitarian assistance.
  • Demonstrated field experience working on protection, human rights and accountability to affected populations.
  • Experience in assessing humanitarian access constraints and advising on the development of strategies to maintain and protect the humanitarian space and the protection of civilians in emergency or conflict operations.
  • Understanding of food security programming, previous experience with WFP or any of its CPs is a strong asset.
  •  Demonstrated skills in diplomacy, access, and community engagement.
  • Flexibility to travel on short notice and in challenging environments.
  • Innovative and self-driven with strong commitment to results.
