The overall purpose of the role: 
In DR Congo, DRC provides emergency support to displaced persons through the provision of Protection, Education, Shelter, and other services. DRC also works to address the root causes of conflict and support durable solutions for conflict-affected populations. This role will oversee protection capacity-building and integrated protection programming and support the protection coordinator in the development and roll-out of the protection strategy. 


Key responsibilities

Technical management of capacity-building for the protection team and supporting the development of integrated protection programming approaches

  • Support the protection coordinator to identify capacity building needs and support the protection analysis and strategy. 

Protection capacity building:

  • Develop an evaluation tool for protection capacity-building needs across the protection programme in DR Congo
  • Develop protection training modules
  • Roll out the capacity-building plans and track the progress of teams across field locations
  • Provide mentoring to project managers on technical questions in collaboration with the protection coordinator
  • Identify capacity-building gaps and develop plans for new areas of protection programming in DR Congo.
  • Provide technical support to the field operations in the areas of case management, protection monitoring, and protection analysis. 

Integrated Protection programming:

  • Review and evaluate DRC’s Congo’s current integrated programming portfolio
  • Support non-protection teams with the roll-out of integrated programming
  • Develop MEAL matrix with Protection-oriented outcomes across integrated programming efforts to support new programming approaches
  • Develop capacity development plans for non-protection staff in integrated programming approaches in support of the Programme approach
  • Support the country office with area-based response plans in cooperation with relevant technical staff and area managers
  • Develop with the protection coordinator a protection strategy, including integrated protection programming
  • Roll out the integrated protection programming in collaboration with the protection coordinator

External coordination and representation:

  • Participate as needed in internal and external coordination forums

Qualifications and Experience

  • Minimum Bachelor’s degree in social sciences, law, social work, international development, or another relevant field from a recognized institution. 
  • Minimum of 3-5 years of experience in protection, and capacity building with a minimum of 2 years in protection monitoring working for an international NGO or UN agency. 
  • Proven experience designing and implementing emergency protection interventions, preferably in IDP settings.
  • Proven experience in conducting training and mentoring of Protection staff.
  • Excellent interpersonal skills and demonstrated ability to establish effective working relations with staff members and other stakeholders.  
  • Experience working in cross-cultural, multi-sector, and remote environments. 
  • Flexibility and adaptability to a rapidly changing operational environment.

Languages: 

  • Professional mastery of French and English

Conditions

Duration: 1-year contract. Renewable subject to performance and funding.

Contract:    Salary and conditions in accordance with the terms and conditions of employment of the Danish Refugee Council Non-Management Band G. 

Availability:      1st July 2022

Duty station:        Goma, DR Congo. With frequent field trips.
