1. Background

Please briefly describe why the work is needed and the context.

The Global Vector Control Response (GVCR) 2017-2030 outlines innovative ways to strengthen sectoral action and collaboration, engagement and mobilization of communities, enhanced vector surveillance, scale-up and monitoring and evaluation of vector control interventions, including integration of tools and approaches. WHO is supporting member states in updating/developing vector control strategies within the context of Integrated Vector Management (IVM) and aligning them with the GVCR. Cognizant of the emergence of insecticide resistance in malaria vectors that is threatening to compromise the efficacy of contemporary insecticide-based interventions, the strategies are also incorporating an Insecticide Resistance Management (IRM) plan in line with the Global plan for Insecticide Resistance Management to guide countries in mitigating development and further spread of the phenomenon. To this end, WHO-AFRO in collaboration with WCO and the Division of National Malaria Programme (DNMP) intends to engage an expert as a consultant for one Month. The consultant will work onsite/virtually with the national team of experts and stakeholders in Kenya to develop the IVM strategy that incorporates an IRM plan and aligned with the GVCR and the National Vector Borne Diseases Strategic Plans. The objective of the contract and detailed scope of work of the consultant expert are described below.

Objective of the contract: The objective of the contract is to support the Government of Kenya in developing an updated IVM strategy and incorporation of the insecticide resistance management and monitoring plan to adequately guide planning and implementation of a comprehensive vector control program in line with the GVCR, 2017-2030.

1.5. Assess the insecticide resistance profiles of disease vectors and available resistance management strategies, gaps and opportunities for mitigation of resistance

1.6. Conduct onsite/virtual stakeholders meeting (DNMP, Entomology Working Group, Experts and key leaders in vector borne diseases control) to consult with the relevant staff in the MOH and other stakeholders and partners to get additional information on the current situation of malaria control, and the risk and control/prevention of OVBDs including arboviral epidemics.

1.7. Assess the role of partners and stakeholders in malaria and OVBDs control/prevention, and identify the gaps, strengths and opportunities

1.8. Assess how insecticides used for vector control are managed including availability of protocols on how to safely store, transport, handle, use and dispose their wastes (IRS insecticides)

1.9. Consolidate the assessment information gathered in a desk review/assessment report and determine the way forward for a comprehensive vector control to address all important VBDs in the country.

1.10. Consolidate the information gathered, review the existing IVM guidelines in view of the outcomes of the assessments and analysis of the overall VBDs situation and their control in the country
