Mission and objectives

UNICEF works to help the children of Indonesia reach their full potential. We assist our partners to monitor and measure progress against these rights via the child-focused Sustainable Development Goals, with an emphasis on the most vulnerable children. Our programme interventions are rights-based, cut across different sectors, respond to the specific needs of girls and boys and address the vulnerabilities and strengths of children in their first and second decades of life. UNICEF has a strong on-the-ground presence in Indonesia, with seven regional and sub-regional offices. These are primarily in areas with the greatest disparities and service gaps. They complement our high-level policy and programme advice with practical support for planning, financing and service delivery, especially to advocate for quality, equity and sustainability. Indonesia has the world’s fourth largest child population. UNICEF's presence in the country means we have the potential to impact more than 80 million children. UNICEF’s Risk Communication and Community Engagement Indonesia is among the countries in southeast Asia most-affected by COVID-19. In addition to the direct impact of COVID-19 on children, the indirect impact of the pandemic on Indonesia’s 80 million children and their daily lives has been severe and widespread. Throughout 2020 and 2021, UNICEF Indonesia continued to work closely with the Government of Indonesia and partners to address the immediate and longer-term effects of COVID-19 on children. UNICEF’s Risk Communication and Community Engagement (RCCE) response to COVID-19 in Indonesia follows a dual approach: 1) Support to the government-led COVID response by providing direct support to national authorities responsible for the response (strengthening and enhancing the voice of national authorities), which has enabled UNICEF to influence and shape the country’s RCCE response, and achieve greater reach, and 2) Rolling out a UNICEF-led response through UNICEF platforms and networks, which complement the government’s voice and interventions.

Task description

* Interested candidates regardless of ages are highly encouraged to apply. Although UN Volunteer Specialist candidates are usually min. 27 years old, applications from candidates who are less than 26 years old could be considered too. Candidates will be reviewed based on the motivation, relevant education and work experience including previous volunteering and internship. Within the delegated authority and under the supervision of C4D Specialist or his/her designated mandated representative(s), the Monitoring & Evaluation Officer for RCCE will: • To provide input and technical support to the development and implementation of M&E programming for RCCE activities; • To assist Implementing Partners in recognizing and responding to M&E needs within in their programmes; • Support in building and maintaining regular programmes monitoring and performance data through regular data collection and development of M&E tools (HPM, Sitrep) • To provide support to generating and analyzing RCCE data and statistics, including from Nielsen’s quarterly survey • Explore and suggest ways of capturing RCCE issues trending in social media and other methods to analyze big data • To provide input in the development and application of M&E tools including pre testing and collecting data • To support data management, including databasing, validating, cleaning, editing, restructuring, and the relevant tasks. • Perform other relevant functions, as required. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/expected outputs: o The analysis and dissemination of RCCE data is supported. o The RCCE Monitoring and Evaluation process is strengthened. o Lessons learned, and best practices are shared.
