Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Ukraine UN Women works with the government, parliament, and civil society in advancing gender equality through implementation of the national and international commitments on gender equality and women’s human rights. UN Women Ukraine implements interventions towards the realization of following strategic goals: elimination of violence against women and girls; implementation of women, peace and security agenda and gender responsive governance. UN Women works closely with the UN Country Team in integration of women’s rights and gender equality in all spheres of UN work.

Since the beginning of the Russian military invasion on 24 February 2022, Ukraine is rapidly emerging as one of the world’s most complex emergencies with over 3 million refugees already fleeing the country and with growing humanitarian crisis and needs. Women’s groups and civil society organizations have been quick to react to the immediate priorities of their communities but face many challenges as they attempt to provide support to large numbers of internally displaced people, host-communities and those directly affected by violence and insecurity. Civil society, and particularly women’s organizations in Ukraine are in the front-line to deliver immediate humanitarian assistance to displaced women and girls. Displaced women and girls are facing multiple human rights violations, including sexual and gender-based violence.

In response to the invasion and humanitarian crisis, the United Nations Women's Peace and Humanitarian Fund (WPHF), with the technical support of UN Women, has activated its emergency response for Ukraine, by supporting local women's rights organizations in Ukraine and Moldova on the frontlines of the response to the needs and displacement of women and girls.

Under the overall guidance of UN Women Country Representative and direct supervision of the Programme Coordinator, the Project Coordination Analyst is responsible for coordinating and managing WPHF-funded project, which includes day-to-day management of the project, implementation, monitoring and reporting, managing finances and personnel of the project, coordinating relationships with national and regional partners and stakeholders.

Duties and Responsibilities

Coordinate the WPHF project implementation

  • Prepare, review and analyze Annual Work Plans (AWPs), quarterly work plans, Procurement Plans and M&E Plans and coordinate their implementation according to the CO Strategic Note/project workplan and project document;
  • Design, oversee, and coordinate the implementation of relevant project activities with implementing partners, UN Women team, and partners
  • Gather inputs and coordinate the preparation of work-plans, narrative progress reports and expenditures status reports to the Programme Board and UN Women;
  • Establish systems for project planning, implementation and monitoring, in collaboration with partners;
  • Record and maintain documents on relevant Programme activities, issues, and risks.

Guide coordination with national partners and other stakeholders

  • Coordinate and manage relationships with national partners to support implementation and expansion of the WPS Portfolio, raise potential problems and suggest solutions;
  • Identify capacity building needs and support partners through technical assistance, mentoring, training and capacity development initiatives, as needed;

Coordinate the monitoring and reporting

  • Gather and compile all information necessary for monitoring and reporting on the project from the planning to the evaluation stages;
  • Provide guidance to partners on establishment of performance indicators, and monitoring achievement of results;
  • Monitor the implementation of activities and the expenditure of funds; conduct regular monitoring visits, as required;
  • Prepare annual and quarterly reports; coordinate the submission of implementing partner financial and narrative reports;
  • Provide inputs from project activities and results to Country Office reporting, briefs as required.

Manage people and finances of the WPHF project

  • Coordinate development and preparation of financial resources of the programme including budgeting and budget revisions, and expenditure tracking and reporting;
  • Monitor the allocation and disbursement of funds to participating partners;
  • Supervise project staff.

Build partnerships and support in developing resource mobilization strategies

  • Provide inputs to the development of partnerships and resource mobilization strategies.

Advocate and facilitate knowledge building and management and communication

  • Document the programme implementation process and products in accordance with UN Women guidelines;
  • Contribute to the exchange of information and provide inputs to the development of knowledge products internally and externally of the programme;
  • Coordinate the organization of advocacy campaigns, events, trainings, workshops and knowledge products.
  • Perform any other job-related duties assigned by supervisor as required

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences or other related areas is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

 

Experience:

  • At least 2 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners, preferably related to the thematic area;
  • At least 2 years of experience in women’s empowerment, gender equality and women’s human rights;
  • Experience in coordinating, programme/project implementation, project design and management is an asset.
  • Experience in humanitarian or crisis settings is an asset.

Language Requirements:

  • Fluency in English and Ukrainian is required;
  • Working knowledge of another official UN language is an asset.
