This intervention aims to further accelerate the Digital Transformation and to encourage the integration of Africa, cultivate inclusive economic growth, create jobs, break the digital divide, eradicate poverty for the continent's socio-economic development, and ensure that Africa has access to modern tools of the digital economy.

Duties and Responsibilities

1) Background

The Economic Commission for Africa (ECA) in September 2018 embarked on a Digital Initiative to support African countries in fully harnessing the opportunities of digital identity (ID) to facilitate the provision of legal identity for all Africans, and to leverage digital trade in the African Continental Free Trade Area Agreement. Given the critical linkages between digital ID, digital trade, and digital economy, the scope of the work under this Initiative continues to evolve to address digital transformation. This expansion in the scope of the work is in response to the requests from member states to address the fundamental, cross-cutting, and complex impact of digitization.

2) Duties and responsibilities
Under the guidance of the Director of Technology, Climate Change & Natural Resource Management Division (TCND) and the supervision of the Chief of the Technology and Innovation Section, the Consultant will perform the following tasks:
Connected African Girls Initiative
• Coordinate the Coding camp so that its delivery is seamless and succeeds in fully engaging the trainee-girls, thereby sparking their interest in Coding.
• Prepare Strategic plans, detailed Concept Notes, Work Breakdowns, and Project Documentation to ensure successful project implementation.
• Prepare a budget for the camp and manage its resources effectively and efficiently.
• Identify local and international trainers, motivational speakers, and mentors to support the coding camp.
• Forge partnerships with relevant stakeholders; engage host government officials to promote the camp and mobilize resources.
• Manage the curriculum development process and put monitoring and evaluation mechanisms for trainers.
• Supervise and work closely with trainers, mentors, motivational speakers, strategic partners, and suppliers to ensure that the agenda items are handled according to the plan and that progress is accurately documented.
• During the camp, organize and lead regular coordination meetings between trainers, mentors, and partner agencies to evaluate the camp's progress.
• Coordinate with the technical team to ensure the hybrid Coding camp runs smoothly.
• Conduct an innovation fair at the end of the coding camp.
• Ensure that the lessons learned from the coding camp are documented in a knowledge management system.
• Prepare and submit a project report on the coding camp to the UNECA.
Women in Tech Incubation Program
• Serve as the technical Coordinator for the Women in Tech incubation program (including Bootcamps, Incubation Programs, and Demo Days).
• Ensure the project is delivered according to the ToRs.
Cybersecurity
• Write a technical report and concept notes on Cybersecurity in Africa.
• Host forums with relevant stakeholders on topical issues.
• Contributes to the development of policies, institutional supports and other capacity-building measures.
• As per UN OIBC, advise the executive team on emerging cybersecurity issues and forums ECA could participate in and contribute.
• Coordination and identification of relevant partners in the area of cybersecurity capacity building.
• Coordinate relevant initiatives in the area of women in Cybersecurity.
Internet Governance and Digital ID
• Substantively contribute to Global Internet Governance Forum (IGF) 2022.
• Substantively contribute to the Digital centre Digital ID Programme
• Undertake any other related emerging activities as may be determined by the TCND.

Qualifications/special skills

Academic Qualifications: Advanced University degree (Master's Degree or equivalent) in Telecommunications, Computer Science, Information Technology, or related field or other relevant area is required. A Bachelor's degree in Telecommunications, Computer Science, Information Technology, or related field of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
Certifications in Cybersecurity (such as ISC2 CISSP and ISACA CISM) are advantageous.
Experience: A minimum of 6 years work experience on issues relating to coding and ICT initiatives - in Africa, programs involving young girls, Gender mainstreaming issues, is required.
Having proven hands-on experience in coordinating Hybrid Coding Camps and delivering gender mainstreaming training(s) in the region is desirable.
Experience in Cybersecurity, Internet governance, and emerging technologies is desirable.
Experience with science, technology and innovation in Africa is desirable.
Experience within the United Nations is desirable..
Language: English and French are the working language of the United Nations. For the consultancy advertised, fluency in English is required. Knowledge of the other language is desirable.
