Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women Ethiopia Country Office (ECO) works with key partners ranging from government, civil society and UN organizations in development and humanitarian settings to enhance gender equality and empowerment of women in Ethiopia. In its work, UN Women ECO is focusing on four main development result areas: 1) Women supported to lead and participate in decision-making at all levels; 2) Women, especially the poorest and most excluded, are economically empowered and benefit from development; 3) Women and girls live a life free from violence; and 4) Governance and national planning fully reflect accountability for gender equality commitments and priorities. All result areas are aligned with SDGs, the United Nations Sustainable Development Cooperation Framework (UNSCDF) 2020-2025 for Ethiopia as well as the national development plans and priorities, articulating UN Women’s contribution to achieving national priorities, goals and results as set out in the UNSDCF.

UN Women ECO has been working closely with partner agencies in promoting humanitarian assistance Programme aimed at addressing critical gender gaps in humanitarian response and enhancing resilience and wellbeing among women and girls in refugees, Internally Displaced People (IDPs) and their host communities. The Humanitarian unit leads the inter-agency Ethiopia Prevention of Sexual Exploitation and Abuse (PSEA) Network in-country, working closely with Ethiopia Humanitarian Country Team (EHCT) to prevent and to respond to SEA in humanitarian settings.

Additionally, UN Women will be leveraging and applying its coordination mandate to ensure the integration of gender into humanitarian response planning and action in both the field and global levels. This project will be using a two-pronged approach.  At the field level, there will be the provision of sustained capacity support, in collaboration with OCHA, to UN led country-based humanitarian coordination mechanisms – including the Humanitarian Coordinators, Humanitarian Country Teams and clusters/sectors. In partnership with UNFPA, UN Women co-leads the PSEA network and with OCHA co-chairs sub-national Humanitarian Gender networks.  It is an active participant of the GBV sub-cluster, AAP Network and Inter-Cluster Coordination Group.  It has conducted capacity training for UN, civil society and cluster leads on PSEA and how to conduct gender analysis.  

To implement a new humanitarian project, UN Women Ethiopia is seeking Gender in Humanitarian Action Project Officer to support the project implementation. While the position is based in the UN Women office in Addis Ababa, the role may require travel and missions to the field. Under the supervision of the Women, Peace and Secuity & Humanitarian Action Programme Specialist, the project officer will be responsible for managing the implementation, monitoring, reporting, budget management and partnership building efforts of the new humanitarian project of UN Women Ethiopia.

Duties and Responsibilities

Under the direct supervision of the Women, Peace and Security & Humanitarian Action Programme Specialist, the national consultant will undertake the following tasks:

Project management and implementation

  • Provide support to and oversee the implementation of project activities with partners.
  • Coordinate and facilitate the development, implementation, and monitoring of the project work plan, including budget and results framework.
  • Support and coordinate delivery of the day-to-day project activities to ensure prompt and adequate delivery of results.
  • Identify opportunities for capacity building of local women’s organisations, coordinate and facilitate technical/project support as needed.
  • Support monitoring of budget implementation and programme activity expenditures and perform budget revisions when required and provide inputs to financial reports.
  • Ensure UN Women's strategic and technical support to government counterparts, non-state actors and UN agencies in the humanitarian context through direct involvement and provision of advanced technical assistance and advisory services.
  • Support the development of knowledge products that serve for the prevention and response to GBV and SEA work of UN Women ECO.
  • Ensure gender responsive humanitarian and crisis planning, frameworks and enhance close collaboration with partners.
  • Work with project consultants to ensure reports and assigned resources are used in accordance with quality and transparent standards
  • Take lead in developing ToRs for research and procurement of services in support of the humanitarian project.
  • Any other duties as directed by UN Women management and programme supervisor

Partnership building and coordination

  • Development of specific evidence, data and gender analysis to inform the development of Humanitarian Response Plans to ensure they adequately identify and address the specific needs of affected women and girls.
  • Support the establishment and coordination of the inter-agency Gender Technical Working Group (GTWG) to support the mainstreaming of gender, and complimenting GBV sub-cluster work across all clusters and the HCT.
  • Capacity building for humanitarian leadership, stakeholders, including cluster leads and government officials on the integration of gender into humanitarian action.
  • Development of localized accountability frameworks in partnership with local/women’s organizations to hold humanitarian actors accountable to existing policy commitments, standards and designated roles and responsibilities relating to the integration of gender into humanitarian response.
  • Create and maintain partnerships with the local women’s organisations, project consultants, UN Agencies, government institutions, private sector, civil society etc.
  • Ensure regular updates are shared within UN Women as well as with relevant government, UN, and NGO counterparts in Ethiopia
  • Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles
  • Participate in donor meetings and public information events, as delegated.

Monitoring, Evaluation and Reporting

  • Monitor project activities, results, and indicators using results-based management tools to evaluate implementation progress and adherence to  the core humanitarian standards.
  • Conduct field visits to supervise, coordinate and monitor field level activities of the project.

  • In close collaboration with the country office Monitoring and Reporting focal person, maintain and update UN Women Corporate monitoring and evaluation and reporting platforms
  • Produce reports on monitoring missions, project results, outputs, and outcomes
  • Participate in all relevant Results Groups meetings as delegated by the immediate supervisor
  • Provide substantive inputs to the preparation of donor and UN Women reports

Advocacy, Knowledge, and communication

  • Develop background documents, briefs and presentations related to the thematic areas under her/his responsibilities
  • Provide substantive inputs to knowledge management strategies, activities, and products.
  • Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops, and knowledge products.
  • Identify sources and gather and compile data and information for the preparation of documents, guidelines, speeches, and position papers
  • Work with UN Women Communication team to ensure results, success stories and best practices from the Programme are captured and widely shared

Required Skills and Experience

Education 

Master’s degree (or equivalent) in Gender Studies, Development Studies, Law, International Development, Human Rights, or other related fields.

Experience

  • At least 7-8 years of relevant experience in peacebuilding and gender in humanitarian related work, programme development, project management, coordination, monitoring and evaluation, and donor reporting of field-based projects.
  • Proven experience of delivering training and capacity building sessions on Gender in Humanitarian Action, GBV, PSEA and other relevant areas.
  • Proven Experience in women’s empowerment, gender programming in various emergency settings, international experience is an advantage.
  • Proven experience on cross-cutting issues, including field experience working on gender equality, women’s empowerment, and VAWG as well as women’s rights issues.
  • Experience in developing SOPs, guidelines, tools for GBViE prevention, response, and protection interventions.
  • Good understanding of the humanitarian situation in the country and of international GBV/peacebuilding  practices, tools, and guidelines.
  • Experience in coordinating and liaising with government, UN agencies and/or donors
  • Experience in grant management and monitoring.
  • Experience in handling web-based monitoring and reporting platforms is an added advantage.
  • Ability and willingness to frequently travel to rural areas for project implementation and monitoring of activities.
  • Experience in conducting gender assessments is an asset.
  • Experience using programme and asset management software is an asset
  • Experience working in the UN System is an asset
  • Excellent computer skills including MS Office including Excel, Access, PowerPoint, and Word.

Language Requirements:

  • Fluency in English and Amharic is required
