Role objectives

1. Support the zonal office programme implementation and result, by improving health Extenders network performance through coordination and technical support

2. Provide technical support to provincial health Extenders on issues related to monitoring EPI, MNCH, Health in emergency, cold chain, and health supplies management.

3. Develop and review monthly analysis of programme and partners performance in the region based on information shared by provincial health Extenders and from regional visits and suggest priorities and action points to UNICEF zonal health specialist.

Coordination:

4.Coordinate the health Extenders network in the region and plan their activities and track the progress including

  • Maintaining the region provincial health Extenders and partners contact list and keeping it updated.

  • Setting monthly plans for provincial health Extenders tasks in coordination with them and under the supervision of the Zonal Health Specialist based on priorities, programme monitoring plans, action points from previous visits. Share the plans with UNIFEC zonal health specialist for review and clearance one week before the beginning of the month, and then with provincial health Extenders and national health Extenders once cleared.

  • Tracking the provincial health Extenders tasks implementation and monitoring their performance and report to UNICEF zonal health specialist and National health Extenders.

  • Following up on health Extenders reporting including visit reports and monitoring checklists.

  • Developing monthly performance analysis of provincial health Extenders work, comparing implementation to plans and highlight any gaps or achievements.

5. Coordinate ad hoc data collection requests with provincial health Extenders, consolidate and check data quality before sharing.

Situation analysis and assessment:

6. Support regional and provincial needs assessments activities and provide capacity building for data collectors when required.

7. Ensure provincial health Extenders submitting visits reports and check reports quality and completion and share main and urgent finding with UNICEF zonal health specialist.

       Capacity Building:

8. Build provincial health Extenders monitoring and reporting capacity through training sessions and practical training during joint field visits.

 9. Conduct joint visits with provincial health Extenders to check monitoring quality and provide at work training

Support to implementation:

10. Work with health Extenders and partners to address issues related to programme implementation and quality based on monitoring findings under the supervision of UNICEF zonal health specialist.

Monitoring:

11. Conduct regular visits to monitor Health programme activities supported by UNICEF at regional level, and facilitate UNICEF staff programmatic visits, with a focus on:

12. Assessing programme implementation by Implementing Partners through PCAs (Programme Cooperation Agreements) and SSFAs (Small-Scale Funding Agreements) as well as programme implementation by partners and agencies according to the UNICEF Afghanistan Country Office Work Plans.

13. Checking EPI supplies chain systems and equipment in place and their functionality status, including following SOPs in vaccine storage and utilization.

14. Supporting Health information system and data registration reviews and assessments, and the implementation of Data Quality Improvement plans and microplanning activities.

DELIVERABLE (s)

  • Regional contact list updated including partners and extenders contacts and extenders equipment.

  • Monthly Provincial extenders monitoring, and work plans updated and shared on monthly bases.

  • Provincial extenders performance analysis done on monthly bases, and highlights shared for improvement.

  • Provincial extenders are supported and followed up effectively to submit visits reports and checklists with the required quality on time.

  • Provincial extenders visits reports and submitted checklists are reviewed and checked, and main highlights and urgent issues are shared with UNICEF zonal health specialist and national extender.

  • Provincial extenders capacity building activities record is updated and shared with UNICEF zonal health specialist and the national extenders.

  • Adhoc required data collected, checked, and submitted on time.

  • programme and partners monthly performance analysis is developed and shared on time with UNICEF zonal health specialist and the national extenders.

  • Regional partners and RMT are supported to improve programme quality and results, and their monitoring and implementation capacity is improved.

  • Regional and provincial joint visits are conducted and reported.
