Role objectives

The successful candidate will have the primary responsibilities of:

Medical follow-up and public health promotion

1.To provide medical consultations of general practice by appointment in the  Medenine and Tataouine shelters.

2.Conduct medical examinations of all new registered migrants at the shelter upon entry.

3.Write the necessary referral letters, provide referrals to the appropriate health structures (and in exceptional circumstances, assist the the most sensitive cases) and monitor the progress of care care in collaboration with the health institutions.

Keep track of beneficiaries' appointment schedules and remind them of upcoming appointments.

1.Complete travel authorization forms for beneficiaries applying for voluntary return to the country of origin (the organization's program).

2.Assist in the pre-departure treatment and pre-embarkation assessments of 'fitness to travel' as required, maintain current relevant records and reports, supervise the implementation of treatment and follow-up actions for cases on medical hold after health assessment. The following may be the included technical requirements of the resettlement countries:

a.Medical examinations;

b.Imaging;

c.Laboratory testing;

d.Vaccinations;

e.TB management;

f.Treatment and referrals;

g.Pre-departure procedures and medical movements;

h.Documentation, certification and information transmission; and,

i.Other technical areas as may be required.

3.Maintain and regularly update beneficiaries' medical records

The consultant will be responsible for maintaining the health records of the beneficiaries during the period of his/her assignment. These records must be carefully preserved in a manner that ensures professional confidentiality in the premises attached to the organization and ensure continuity of care. At the end of the period of exercise, he/she will have to return to the organization all the documentation collected in relation to the beneficiaries. These will continue to be kept by in accordance with confidentiality standards.

4.Maintain confidentiality and security of migration health data in accordance with the organizations Data Protection Principles.

5.Organize and lead prevention, education and health promotion sessions on relevant and topical themes in collaboration with partners (United Nations Population Fund, General Director of Health, etc.)

6.Ensure proper reporting and management of incidents encountered related to the health of the beneficiaries and to propose adequate mitigation measures (health monitoring).

Coordination

7.To detect victims of violence and trafficking, to inform the referral representative, to issue recommendations and to give the necessary follow-up medical attention to the follow-up to detected victims.

8.Work closely with the organizations team, and the Director General of Health in Medenine and Tataouine.

9.Coordinate with the organizations psychologist and hygienist for optimal care of the beneficiaries and maintaining an environment conducive to individual and collective well-being within the shelers.

Reporting and deliverables

1.Elaborate the tools that will constitute the medical file (medical examination form at entry, follow-up form, etc.)

2. Submit a monthly qualitative and quantitative report that includes all activities and actions taken during the month, as well as recommendations, challenges and actions taken to address them.

3. Maintain up-to-date and available statistics on activities and procedures performed.

Further information

·University degree in Medicine from an accredited academic institution and a registered general practitioner with a minimum of three years experience.

·Degree in Public Health is an advantage.

·Registered with the National Order of Physicians of Tunisia.

Candidates affiliated with a government institution will need to obtain authorization to work as a consultant from their management.

Experience: 

  • Demonstrated ability to supervise and direct staff and create an inclusive, team-oriented environment.

·Demonstrated ability to identify, approach, and coordinate with relevant stakeholders.

·Experience in health and migration, public health and/or emergency settings is considered an asset.

Experience organizing public health-related information sessions, trainings, and workshops for diverse audience including patients and external partners.

Skills: 


·Ability to address racism as a public health issue.

·Has good knowledge of the health system in Tunisia, particularly in the South, and of the public health ecosystem in Médenine and Tataouine.

·Has awareness of human rights issues and the right to health.

·Carries out necessary actions in a timely manner, takes responsibility for them and receives constructive feedback.

Works effectively to ensure the well-being of beneficiaries and maintains
