Overview of position

1.Organize general legal information sessions and consultations to inform migrants about their rights (civil status, marriage, divorce, succession, naturalization, return, family unity, rights of the child), conditions and pathways of acquiring family reunification, study or work opportunities abroad, regularized stay in Tunisia (resident status, access to work, contractual disputes), in coordination with the Protection Coordinator, the Protection team in Tunis and the Sub-Office team.

2.Physically accompany and support judicial and administrative procedures (constitution of files, collection of proof to support claims, enrolment, withdrawal of documents necessary for the success of the procedure, etc.).

3.Prepare submissions that set out the client’s claims in fact and in law.

4.Present orally, if necessary, the defense of their client during proceedings.

5.Provide technical support and assistance to the organizations staff to establish and implement reporting and monitoring mechanisms, including a comprehensive system to monitor legal assistance including in case of referral to other actors.

6.Assist and advise on review of penalty procedures and exemptions.

7.Draft letters, appeals or requests for review for issues such as refusal of residence, refusal to issue a work contract, etc..

8.Develop informational material for migrants on the processes for accessing rights in Tunisia.

9.Ensure timely follow-up of cases and provide individual reports to the organization on a monthly basis.

10.Develop and apply alternative conflict resolution mechanisms (mediation, reconciliation, etc.). 

11.Ensure discretion and confidentiality regarding the personal data of beneficiaries, in line with the organization’s Data Protection Principles.

12.Identify issues and report them to the supervisor in a timely manner with recommendations for resolution.

Deliverables and deadlines:

At the end of the consultancy, the outputs delivered to the organizations are:

·A public-facing information document outlining the processes for securing rights in Tunisia.

·Monthly reports on cases progress including new cases, advancements, and completion of cases.

·Organize and execute monthly informational sessions for migrants to understand their rights in Tunisia and learn of the pathways to regularizing stay in Tunisia.

·A final consultancy report that is evaluative of the work completed during the contractual duration, delivered to the organization.

· Education: 

University degree in Law, Legal Science, Social and/or Political Science, International Relations or a related field from an accredited academic institution, with two years of relevant professional experience; or completed secondary school diploma from an accredited academic institution, with five years of relevant professional experience.

·A Master’s degree in law/legal science is desired.
