The focus is on improving access and retention in basic and secondary education, with a focus on learning recovery post COVID-19. This has entailed the design of new programs which are currently being rolled at school, directorate and national level. New partnerships are sought to sustain these innovative programs, which require engaging and strategic proposal design. At the same time, excellent grant management and coherent reporting is critical to ensuring funds are both retained and well deployed.

Purpose of Activity/Assignment:

The UNICEF Jordan Education Program is transitioning along the humanitarian to development continuum, shifting from large NGO drive programs to providing strategy technical assistance to the education system.  The focus is on improving access and retention in basic and secondary education, with a focus on learning recovery post COVID-19.  This has entailed the design of new programs which are currently being rolled at school, directorate and national level.   New partnerships are sought to sustain these innovative programs, which require engaging and strategic proposal design.  At the same time, excellent grant management and coherent reporting is critical to ensuring funds are both retained and well deployed.

Under the overall supervision and guidance of the Chief of Education this consultancy is required put in place systems to facilitate improved grant management across the Section, building the capacity of program officers to track and report against indicators and budget.  In addition, support is required to develop Concept Notes and Proposals that can attract additional funds to sustain newly designed programs towards children’s access to education and learning recovery.  Finally, there is need to mentor and coach the newly recruited Education Associate to have the needed skills to consolidate CER and other progress reports.  The consultant will also support the section in documenting good practices and lessons learned in UNICEF’s education response to COVID-19, with a focus on learning recovery.

 

How can you make a difference?

The consultancy will primarily contribute to major deliverables during the period by:

•Grant Management: establish processes and templates to systematize grant management across the Section, building skills of individual grant managers to track results against indicators and budgets.

•Quality reporting for donor accountability: mentor and coach Education Associate develop donor reports on time and to a good standard through collaboration across Program Officers (i.e.Consolidated Emergency Reports (CERs), progress and final reports for donors, and ad-hoc donor updates as required).

•Regular reporting:  build capacity of Education Associate to consolidate inputs from Program Officers to draft sitreps, presentations, and annual reports as required.

•Partnership building: work with program officers to develop quality concept notes, proposals and other information material required to fund raise for 2022/23 academic year against JCO Education programs.

•Innovation and knowledge management: support the section in documenting good practices and lessons learned in UNICEF’s education response, with a focus on resource mobilization.

To qualify as an advocate for every child you will have…

  • Education:  Bachelor’s degree (required) or Master’s degree (desired) in Education, International Relations, or relevant field.
  • Experience: A minimum five year’s professional experience in one or more of the following areas is required: donor relations, reporting, and education. Prior experience writing donor reports is required. Experience in working within UN system (i.e. UNICEF), result-based reporting.
  • Language: Fluency in English is required (written and spoken). Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).
