What we do

 

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

 

The Resource Mobilization Division (REM) manages the institutional relationship between ICRC and its various donors. A new ICRC Resource Mobilization Strategy 2020 – 2030 has been validated in December 2020 and the budget to launch the related transformation program called “SIP” (Resource Mobilization Strategy’s Implementation Plan) has been approved in March 2021 (up to 50m CHF investments foreseen over the next 3 years). It aims to guide fundraising efforts at the ICRC by establishing five strategic orientations that seek to address challenges identified today and prepare fundraising at the ICRC to be fit for purpose in the future. 

 

In this context, a large number of projects have started which require additional workforce in order not to overload existing REM teams. The overall SIP Program will be organized in 5 key pillars : 1 - ICRC as a Fundraising Organization, 2 - REM Transformation, 3 - Strategic Movement Fundraising, 4 - New approaches and Innovation, 5 – Enabling architecture. 
Each pillar will be lead by Program / Projects managers in charge of ensuring the delivery of their projects and will be supported by a team of Business Analysts dedicated to specific topics. 

Purpose

 

Considering the size / nature of the impacts, this specific position is a “project management” role fully dedicated to the Transformation project within the “REM Division”.


(S)he will have a strong focus on : 

  • Leading the HR Project within REM,
  • Maintaining a strategic and global view of the project,
  • Manages interdependencies within the project and with other ICRC-wide initiatives,
  • Organizational Development/ Design/ Process / Behavior / Culture / System impact understanding.

 

Since the transition will take place in several phases over the next 2-3 years, the REM Transformation Project Manager is a critical role and will be the primary leader ensuring REM transformation initiatives are aligned with business strategy and priorities of ICRC and REM. S/he will lead, motivate and take accountability for a transformation team that delivers key direction and tools to REM and is viewed as a critical and accountable owner of program delivery.

 

The person will be reporting to the REM Portfolio /Program Manager, keeping a technical reporting line with REM CHF to maintain the confidentiality of the change management approach and coherent manner to respond appropriately to operational challenges.

Relationships

 

  • Internally, interact with SIP Program team (REM Portfolio/Program Manager, Transition Manager, Business Analyst, Fundraising Organization Project Manager, 4D Project Manager, 4D Change Officer, SIP Change Advisor), REM and HR colleagues. 
  • Externally, may interact with external consultants.

Accountabilities & Functional responsibilities

 

  • Maintains a strategic and global view of the programme, including budget, escalating relevant cross-cutting decisions to REM_CHF. Ensures that any changes in project scope are studied and validated by the committee.
  • Ensures that the project progress is effectively monitored, controlled and reported on and the realization of benefits tracked according to the ICRC’s Project Management Framework and other general procedures.
  • Ensures that communication and change management plans are produced and monitored to support effective adoption of related changes. Facilitates regular communication with multiple audiences with the Transition Manager.
  • Ensures that the concepts, systems and services developed are approved by REM CHF and integrated by the organization.
  • Analyze, design and deliver creative and innovative solutions tailored to ICRC needs in the area of organizational or process changes and business transformations
  • Defines together with the Transition Manager and Change Management Advisor dedicated change management strategies
  • Manages interdependencies within the project and with other ICRC-wide initiatives, escalating issues and risks and ensuring that mitigation actions are undertaken and effectively monitored.
  • Leads the project team in achieving the expected deliverables and manages the roles related to the projects within and supporting the programme.
  • Keep up to date with current developments and trends in HR 
  • Priorities, in close collaboration with Transition Manager and Change Management Advisor, the REM needs, revises the structure in place, proposes a more effective and efficient departmental structure.

Desired profile and skills

 

  • Bachelor’s or master’s degree.
  • Excellent conception/analytical thinking skills.
  • Organized and methodical.
  • Training in managing multiple projects and/or programme management certificate.
  • Certificate in project management.
  • Committed and highly motivated team player who is able to work under pressure.
  • Fluent command in written and spoken English.
  • Computer proficiency.

Professional Experience required

 

  • Typically 12-15 years of professional experience as business consultant, program/project manager, business analyst – change management.
  • Minimum 3 years experience in successfully managing large projects or programs.
  • Good knowledge of organizational design with a strong focus on roles and responsibilities / skills / recruitment / training plan – material.
  • Experience in leading organizational change.
  • Experience on HR programs including decentralization of tasks / creation of new units is an asset.
