What we do

 

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and longer-term systemic responses and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
 

Purpose

 

The Resource Mobilization Division (REM) manages the institutional relationship between ICRC and its various donors. It ensures the management of annual contributions of over 2 billion CHF. The Resource Mobilization Country Manager 2 implements the ICRC fundraising strategy (government, NS and Private) in a single, or in a group of countries.
 

Reports to (role)

 

  • Africa Regional Head of Resource Mobilization

Relationships

 

  • Internally, interacts with the operational desk of the OP_Africa Region and various métiers (movement, WatHab, health, protection, etc.), with delegations and with REM experts and enabler.
  • Externally, interacts at working level with the Permanent Missions of Geneva (counselor, first secretary), with interlocutors of the Ministry of Foreign Affairs and other ministries/agencies of interest at the capital level.


 

Accountabilities & Functional responsibilities

 

Donor relation:

  • Defines and implements the fundraising and relationship management strategies of the unit in accordance with Division, institutional objectives and financing requirements. Mobilizes relevant HQ/field staff and management to support the strategies where necessary. Contributes to the establishment of the Unit's priorities and objectives. 
  • Develops and deepens the existing working relationships with donor countries – scope of countries covered as per strategy of the unit and reviewed on a yearly basis – in the Africa region.

 

Analysis: 

  • Shapes the global strategy of the unit as well as its orientations (support to HoU). 
  • Develops and updates roadmaps and plans of action for new donor countries. 
  • Coordinates with delegations and other internal divisions (e.g. CIM, DP_POL) on joint analysis ("funding" policies, ...)

 

Operational relation with OP_AFRICA Region:

  • When needed, provides REM with key information on specific operations in AFRICA, especially major operational changes and new orientations (e.g. DRC, South Sudan,Sahel).  
  • Helps in the collection of information for narrative reporting; supports the other REM Market units in managing relations/information flow with their donors. 
  • Advises regions and delegations on donor perspectives (e.g. weekly meeting presence), general fundraising issues and REM policies; replies to ad hoc financial/REM-related requests from field or regions.
  • Provide support to the RHoRM in the development of the ‘fundraising for a region’ function within the OP_Africa region, identifying and developing the best ways to work with operational teams in the region at HQ and in the Field to develop effective fundraising products that match ICRC funding priorities.

Certifications / Education required

 

  • University degree required (BA and/or MA) preferably in social science, business administration or management qualification an asset.
  • Fluent in English & French. Any other language an asset.
  • Computer proficiency.
     

Professional Experience required

 

  • 10-12 years professional experience
  • Field experience a must, preferably with management or coordination role
  • Experience of the functioning of the humanitarian and/or development communities.
  • Knowledge of humanitarian work.
  • Knowledge of the Movement.
  • Understanding of ICRC operations, practices and policies.
  • Previous understanding / experience of the AFRICA region a plus
  • An in-depth knowledge of and familiarity with the so-called "emerging" donor countries a plus
