Background:

In 2022, Kyrgyzstan holds the Chairmanship of the Eurasian Economic Commission (EAEC), the highest regulating body of the Eurasian Economic Union (EAEU). The role of the Commission includes creating favourable conditions for the functioning and development of the Union and making proposals to advance further integration among its members. Chairing the Commission provides Kyrgyzstan with a unique opportunity to shape the Union’s policies in areas of particular interest and it is thus considered a priority by the Government. 

The Chairmanship, executed by the Cabinet of Ministers, involves preparatory works and the organization of a series of events, which require external expert support to conduct analytical, coordination, and day-to-day management activities. 

In light of these circumstances, the OSCE Programme Office in Bishkek intends to facilitate the provision of expert support to the Presidential Administration and Cabinet to ensure a successful Chairmanship of the EAEC.
 

Objective of Assignment: 

The incumbent under this assignment is a PR Specialist that will support the Cabinet of Ministers of the Kyrgyz Republic with its day-to-day activities and coverage of events related to the 2022 Chairmanship of the Eurasian Economic Commission. 

 

Tasks and Responsibilities:

Under the overall supervision of the Regional Development Officer and Programme Manager, the successful candidate will be tasked with the following duties:

  • Communicating with the press service of the Cabinet of Ministers on the coverage of the EAEU activities;
  • Identifying the list of speakers and moderators for the panel discussion “Eurasianism as a tool for uniting people. Look into the future”;
  • All-round support in preparation for the Eurasian Economic Forum including development of information materials for the Cabinet of Ministers of the Kyrgyz Republic;
  • Interviewing the Chairman of the Eurasian Economic Commission Board as part of the Eurasian Economic Forum;
  • Enhancing and promoting the image of the EAEU Chairmanship through development of success stories, taking good photos, etc;
  • Submitting an Activity Report (in English or Russian). 


Deliverables:

  • Monthly Deliverable Status Report (in Russian) within five working days after completion of the assignment according to the special reporting form;
  • List of speakers and moderator for participation at the panel discussion “Look into the future”; 
  • Report on and link to the interview on social pages with the Chairman of the Eurasian Economic Commission Board as part of the Eurasian Economic Forum;
  • Developed information materials in the framework of the Eurasian Economic Forum for the Cabinet of Ministers of the Kyrgyz Republic;
  • Developed recommendations to improve the image of the 2022 Chairmanship of the Eurasian Economic Commission; 
  • Final - SSA Deliverable report for the OSCE Programme Office in Bishkek, according to the special reporting form.

Necessary Qualifications:

  • Master’s degree in economics and/or international law;
  • At least 3 years of work experience in the field of mass media and/or communications;
  • Ability to process correspondence with government agencies and international organizations;
  • Professional fluency in Kyrgyz and Russian both oral and written. English language at intermediate level both in oral and written is an asset;
  • Analytical mind, a systematic and proactive approach, responsibility, and ability to work both independently and in a team;
  • Ability to clearly structure and present information and good communication skills;
  • While performing duties demonstrate values such as commitment, diversity, integrity, and accountability.

 

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
