The Danish Refugee Council (DRC) is an international humanitarian organization founded in Denmark in 1956. DRC implements relief and development activities in more than 30 countries throughout the world, assisting more than 1.5 million people of different ethnicities and religions. DRC is a non-governmental, non-political and non-religious organization – and in DRC, people’s right to a life with dignity takes precedence over politics and principles. DRC has been operating in Myanmar since May 2009 and in Rakhine State since 2010, responding to the humanitarian needs in the aftermath of the Cyclone Giri. DRC has recently expanded its programme providing shelter, WASH, NFIs, livelihood support and community assistance to the people affected by the June and October 2012 events in Rakhine State. DRC Myanmar in Rakhine State is funded by ECHO, SDC, DFAT, USAID and UN agencies, including UNHCR, UNICEF and UNFPA.

To strengthen DRC’s Programme in Rakhine State, DRC is looking for highly motivated and capable candidates to fill the position of

Safety Specialist (1 Post)

Duty Station:            Sittwe Office, with frequent travel (up to 50% of the time) to other DRC offices in Rakhine State.

Report to     :             Rakhine Area Manager, for technical and information matters, to the International Safety & Security Focal Point, based in Yangon.

 

Overall purpose of the role:

The Safety Specialist’s responsibilities are to manage the DRC Safety Risk Management System (SRMS) in Rakhine State.

This encompasses: monitoring the overall safety and security risk situation in DRC operational locations in Rakhine State, designing and implementation of effective safety risk management solutions, gather and analyse information to support effective safety risk management, operational support with monitoring, training and capacity development, and working with support services to support safe and effective procurement/maintenance of safety-related items and equipment. Lastly, a key element of the role is to provide sound and timely advice to senior DRC staff and management to support the safe and efficient delivery of programme activities in the designated areas of programming.

 

Specific duties and responsibilities

  • Monitor the evolving situation in the area of DRC programming in coordination with other actors as per regional, country and programme guidelines, providing sound and timely advice and updates to DRC staff and management
  • Conduct of regular Safety Risk Assessments (SRAs) in all bases as per DRC policy, in collaboration with Supply Chain Manager, Base Manager and Area Manager
  • Supervise and monitor the implementation of context specific Minimum Operating Safety Standards (MOSS) and regularly assess the physical safety of DRC facilities and accommodation. Work with the Supply Chain team, and engineering team, to ensure that physical improvements are made to DRC premises as and when required. Support procurement of safety-related equipment.
  • Provide safety-related advice on programme development and implementation
  • Assist with the design and implementation of safety policies, safety rules, and standard operating procedures (SOPs) related to the safe implementation of program activities.
  • Ensure that such SOPs, policies and procedures are well understood by national and international staff, are presented in an understandable manner, and design trainings and to ensure that DRC Rakhine staff adopt a safety culture into all they do, and that SOPs, policies and procedures are implemented effectively by staff at all levels with DRC Rakhine operations
  • Assist in the management of safety related incidents, provide timely and accurate incident reports and analysis, and support organizational lessons learned
  • Management and tracking of DRC staff movements, to include domestic and some international travel risk management
  • Direct immediate responses to incidents and emergencies and support staff in the process
  • Distribute advisories to all staff and senior management team members, including SMS alerts, phone alerts, and email alerts
  • Supervision of safety staff at DRC rented facilities, to include access control measures at DRC rented facilities
  • Act as the local focal point for safety co-ordination with other NGOs and humanitarian actors within the area of operations
  • Collect, verify, analyze and report safety information that affects, or may affect, DRC activities – present this information in a security incidents tracker, and provide daily, weekly and monthly analysis and guidance to area management, and Safety Focal Points
  • Provide operational safety briefings and orientation to all new and visiting staff
  • Prepare and submit reports and analytical products as required

 

Experience and technical competencies:

We Offer:

  • Starting date of employment: As Soon As Possible.
  • Contract length: DRC’s Staff Contract includes a probation period of 3 months. Renewables depend on both funding and performance.
