Job Title: Organizational Development Lead - Consultant 

 

Type of Contract: Regular consultancy

 

 Division: TECR  (Resource Management)

 

Duty Station: This position could be Remote (working hours: GMT+1/UTC+1) or Rome based (depending on selected candidate)

 

Duration: up to 11 months

 

 

 

 

ORGANIZATIONAL CONTEXT

BACKGROUND AND PURPOSE OF THE ASSIGNMENT

The Technology Division is the digital business engine of the World Food Programme, providing the business with multi-pronged and resilient technical capabilities able to respond with the immediate agility required in conflict zones on the one hand and with the longer-term stability to cope natural disasters on the other. TEC Division has embarked in a transformation journey to become a flexible, customer-centric, digital leader.  

The incumbent will work in the Resource Management branch of the TEChnology Division (TECR) under the direct supervision of Head of Talent and Development to support the efficient and effective utilization of resources and support the implementation of people-centric organization development and change management solutions that will serve the strategic goals of TEC. Specifically, he/she will be responsible for the learning and development strategy formulation and supervision, coordinating and controlling of all the training activities within the Technology Division.  

 

 

 

 

ACCOUNTABILITIES/RESPONSIBILITIES

  1. Identify and assess future and current development needs through a Learning Needs Analysis and design an overall divisional development plan that addresses business needs and expectations.
  2. Partner with TEC Chiefs and Heads of Units to assess team capability and assist in developing customized learning and development programmes.
  3. Use data to shape recommendations and a keen understanding of training trends, developments and best practices learning.
  4. Manage development programmes end-to-end, in collaboration with HRMTC, establishing processes to streamline and methods to evaluate success metrics - including building, coordinating, facilitating, project management and communications
  5. Create and implement effective change management processes to support the organizational development and change.
  6. Carry out the Country Office Target Operating Framework (Field TOM) in the COs in collaboration with RB and Digital Transformation Services teams and support the implementation of the proposals.
  7. Capture lessons learned to contribute to refining the Field TOM and propose any related improvements.
  8. Provide reports and presentations to managers/staff related to Field TOM and training, including technical advice on related issues such as communication and engagement plans.
  9. Provide guidance and advice on formulating detailed implementation plans to ensure that the gaps between the current and future structures and workforce can be smoothly bridged.
  10. Oversee the day-to-day activities of a Junior resource and provide guidance and mentoring.
  11. Other duties as required.

 

 

 

QUALIFICATIONS & EXPERIENCE REQUIRED

Education

  • University Degree in psychology, business administration, organizational design, HR management or other related fields.
  • Training / courses in Organization Alignment, Job Evaluation are an asset.

Experience

  • Minimum four (4) years of experience in HR roles (e.g.: L&D, organizational development, change management). 
  • Experience in working in different organizational set-ups. 
  • Knowledge of UN HR processes is an asset.
  • Familiarity with traditional and modern training and talent methods (mentoring, coaching, on-the-job or in classroom training, e-learning, workshops, simulations, etc.)
  • Understanding of new digital training solutions.

Technical Experience, Skills & Knowledge

  • Sound communications skills.
  • Knowledge of organizational alignment and job design principles, tools and methodologies.
  • Ability to partner with different stakeholders to understand priorities and provide expert advice and innovative solutions to support organizational aims.
  • Knowledge of how to analyse organizational set-ups, structures and workforce composition.
  • Ability to influence and guide decision-making by using both quantitative and qualitative data/analysis.
  • Consultative mindset with the ability to navigate ambiguity in a rapidly scaling organization.
  • Ability to work with people from different backgrounds.
  • Demonstrate confidence and cognitive capacity to assimilate different perspectives and formulate recommendations. 
  • A critical view on existing structures and processes to offer unconventional recommendations for actions to take.
  • Ability to prioritize and complete multiple assignments successfully.
  • Committed to excellence and customer-centric mindset

Language:

Fluency in oral and written English with an intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages) is desirable.
