Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

The position is located within the Public Finance, Actuarial and Statistics Unit (SOC/PFACTS) of the Social Protection Department (SOCPRO) of the International Labour Organization (ILO). SOCPRO is responsible for promoting enhanced coverage and effectiveness of social protection for all through efficient and sustainable national social protection floors and comprehensive social security systems, in line with the Social Protection Floors Recommendation, 2012 (No. 202), the ILO Social Security (Minimum Standards) Convention, 1952 (No. 102) and other ILO social security standards. SOC/PFACTS is responsible for providing advice to constituents on financing, actuarial and statistical issues applying the principles and values of the ILO social security standards; articulating ILO positions on social security reforms, costing and financing of social protection systems, options for fiscal space and financial governance of social protection; as well as for collecting, statistically processing and producing global social protection data through the Social Security Inquiry and several quantitative tools.


The ILO and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) have launched a programme on “Innovation and Learning in Social Protection” (as part of GLO/21/34/MUL), from January 2022 to June 2023. The project is also part of the ILO’s Global Flagship Programme on Building Social Protection Floors for All.


Within the framework of this programme, the incumbent will contribute to the extension of social protection in developing countries, by providing technical support and advisory services to countries in the area of public finance and social protection. The programme will also contribute to the Technical Support Facility of the recently announced Global Accelerator for Jobs and Social Protection for Just Transitions, by supporting countries in three critical areas of work of the accelerator: financing, digitalization and just transition. 


The incumbent will support notably Morocco, Timor Leste, Togo and Uzbekistan that belong to the country group focused on “Financing Social Protection”. This will include providing advice on the ILO principles of universality and non-discrimination, social dialogue, transparency and accountability, aiming at long-term financial sustainability, social solidarity and collective financing for the use of funds that are mobilized through external financial assistance from different international financial institutions and agencies or through domestic efforts by budget reprioritization or other means as part of responding to the COVID-19 pandemic.

He/she will also contribute to the development and promotion of the Technical Service Facility of the Global Accelerator for Jobs and Social Protection for Just Transitions, as well as to the cooperation between the ILO and the International Monetary Fund (IMF), notably in the pilot countries (Togo and Uzbekistan) included in this programme. 


In the framework of the programme, the incumbent will produce policy materials, provide technical assistance as well as conduct development cooperation activities of the Department in the areas of public finance and fiscal space, including economic analysis related to social policy. In addition, he/she will contribute to resource mobilization to respond to relevant demands from ILO constituents for public finance and fiscal space support.

 

Reporting lines:
The incumbent will report directly to the Head of SOC/PFACTS. He/she will work in very close technical collaboration with colleagues of SOC/PFACTS. He/she will also work closely with other units of the Department notably the Social Policy Unit (SOC/POLICY), the Actuarial Services Unit (SOC/ASU) and the Programming, Partnerships and Knowledge-sharing Unit (SOC/PPKS). The incumbent will closely engage with ILO field specialists and colleagues, as well as ILO country office directors and staff, of the countries where he/she will provide direct technical assistance. 
 

Description of Duties

Within the context of the programme, the incumbent will:

  1. Provide technical advisory services to the ILO member States participating in the Innovation and Learning in Social Protection programme and supervise and backstop the work of external collaborators and junior staff with regard to financing and fiscal policies, costing and feasibility studies for the development and reforms of social protection schemes in conformity with ILO standards and tailored to national circumstances. Technical advisory services will notably apply the ILO Handbook on Fiscal space for social protection.
  2. Contribute to the development of the collaboration of the ILO with the International Monetary Fund (IMF) by monitoring progress of the ILO-IMF cooperation in pilot countries, documenting activities, preparing notes, helping to prepare workshops, and supporting the evaluation of the cooperation. 
  3. As part of the programme, develop and promote policy materials and research on ILO’s approach to social protection and public finances based on the ILO standards (rights based, social dialogue, solidarity in financing, social and economic sustainability), including contribute to updating the ILO Fiscal space for social protection: A Handbook for Assessing Financing Options. 
  4. Prepare thematic and country analysis, briefs and reports, document good practices, and develop guides and training materials with regard to the area of financing and fiscal space for social protection based on the technical assistance deployed at country level; suggest data to be collected on financing social protection by means of the Social Security Inquiry and other means in future to be included in the World Social Protection Database; collect such data in countries where the programme deploys activities; provide technical inputs to reports and papers on issues related to financing of social protection and fiscal policies prepared by SOC/PFACTS.  
  5. For the countries covered by the programme, provide on-demand recommendations and support regarding the application or adaptation of quantitative and qualitative tools, including on the analysis of public spending, revenues, and potential sources of fiscal space for financing social protection, and relevant indicators. Disseminate models and tools promoted by the ILO.  
  6. In the countries of the programme, provide on-demand technical inputs on social protection costing, financing, and impact evaluation, to national developmental plans and social protection strategies and policies, Decent Work Country Programmes, United Nations Sustainable Development Cooperation Frameworks and Sustainable Development Goal plans.
  7. Design resource mobilization strategies with a view to securing development cooperation resources to support countries in the expansion of social protection financing. 
  8. Perform other relevant duties as assigned.

Required qualifications

Education

Advanced university degree in economics or public finance.

Experience

At least eight years of professional experience at the national level in the field of financing for public policies and in particular social security/protection, or five years at the international level. Demonstrated experience in public finance analysis and applied research. A publication record in the fields covered by this position. Experience in national or international financial institutions, Ministries of Finance or Planning, fiscal authorities or similar is an advantage. Proven experience and excellent knowledge of database and statistical tools, as well as of Microsoft Office (especially MS Excel and/or PowerBI) is a requirement.

Languages

Excellent command of English and good knowledge of a second working language of the Organization (French or Spanish).

  • Ability to advocate for the ILO’s principles and approach on social protection and its financing;
  • Capacity to provide first-line technical advice in the area of specialisation; 
  • Ability to conceptualise and design research techniques and analyse complex cross-national practices and data sets covering a wide range of issues in the specialised technical field;
  • Ability to synthesize research using quantitative models and reach empirically based conclusions on related subjects;
  • Capability to guide and co-ordinate the work of external collaborators, general service staff or young professionals; 
  • Ability to prepare reports and publications of a high quality, technically sound with conclusions leading to an action plan and programme development
  • Ability to provide credible implementation assistance to senior specialists in carrying out research, project formulation and implementation;
  • Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
  • Capacity to manage multi-tasks projects and various assignments with short deadlines.
