Introduction

The position is located within the Social Protection Department (SOCPRO) of the International Labour Organization (ILO). SOCPRO is responsible for promoting enhanced coverage and effectiveness of social protection for all through efficient and sustainable national social protection floors and comprehensive social security systems, in line with the Social Protection Floors Recommendation, 2012 (No. 202), the ILO Social Security (Minimum Standards) Convention, 1952 (No. 102) and other ILO social security standards. Within SOCPRO, the Public Finance, Actuarial and Statistics Unit (SOC/PFACTS) is responsible for providing advice to constituents on financing, actuarial and statistical issues applying the principles and values of the ILO social security standards; articulating ILO positions on social security reforms, costing and financing of social protection systems, options for fiscal space and financial governance of social protection; as well as for collecting, statistically processing and producing global social protection data through the Social Security Inquiry and several quantitative tools.


The ILO and the European Union have launched a programme on “Improving Synergies between Social Protection and Public Finance Management” – SP&PFM programme - (GLO/19/53/EUR) that is jointly implemented by the ILO, UNICEF, the Global Coalition for Social Protection Floors (GCSPF) and the EU Delegations, from October 2019 to May 2023. In addition, the ILO in the framework of a multi-donor programme of the ILO Flagship Programme on Building Social Protection Floors for All is currently supporting the Great Lakes Region, among other regions. Finally, the ILO is supporting selected countries in Central Europe in strengthening their sustainable financing of its social protection systems. All these initiatives are part of the ILO’s Global Flagship Programme on Building Social Protection Floors for All.


The position will contribute to the above development cooperation projects. Within the framework of the projects, the incumbent will contribute to the strengthening of social protection systems in developing countries, by providing technical support and advisory services to countries in the area of public finance management and social protection financing in particular, guided by the international social security standards.

The incumbent will support notably Angola, Ethiopia, the Kyrgyz Republic, Nepal, Paraguay, Senegal, and Uganda of the SP&PFM Programme; Burundi and the Democratic Republic of Congo through the multidonor project; and Armenia, Tajikistan and Uzbekistan through ILO Regular Budget Supplementary Account projects, and any possible additional countries as requested. The incumbent will also contribute to strengthen the ILO’s work and strategy on financing for social protection, through the development of tools, knowledge products and capacity building activities, and undertaking research to build the economic and political case for social protection. This will include providing advice on the ILO principles of universality and non-discrimination, social dialogue, transparency and accountability, aiming at long-term financial sustainability, social solidarity and collective financing for the use of funds that are mobilized through external financial assistance from different international financial institutions and agencies or through domestic efforts by budget reprioritization or other means. 


In the context of the development cooperation projects to which the incumbent is assigned, he/she will produce policy materials, guide research, provide technical assistance as well as conduct development cooperation activities of the Department in the areas of public finance management and fiscal space, including economic analysis related to social policy. In addition, he/she will contribute to resource mobilization to respond to relevant demands from ILO member States for technical services to improve public finance management and fiscal space support.

 

Reporting lines:
The incumbent will report directly to the Chief Technical Advisor (CTA) of the SP&PFM Programme. He/she will work in very close technical collaboration with the Head of SOC/PFACTS. He/she will also benefit from close collaboration with the Head of the Actuarial Services Unit (SOC/ASU) of the Department, notably in the area of project development and management. He/she will also work closely with other units of the Department notably the Social Policy Unit (SOC/POLICY) and the Programming, Partnerships and Knowledge-sharing Unit (SOC/PPKS). The incumbent will closely engage with ILO field specialists and colleagues, as well as ILO country office directors and staff, of the countries where he/she will provide direct technical assistance. 
 

Description of Duties

Within the context of the development cooperation projects assigned to the incumbent, the incumbent will:

  1. Provide on-demand technical advisory services to the ILO member States participating in the  above mentioned projects with regard to financing and fiscal policies, public finance management, costing and feasibility studies for the development and reforms of social protection schemes in conformity with ILO standards and tailored to national circumstances. Technical advisory services will notably apply the ILO Handbook on fiscal space for social protection.
  2. Contribute to the development of the service facility on public finance management as part of the ILO Flagship Programme on Building Social Protection Floors for All. This will involve responding in a timely manner to technical support requests from ILO specialists and country offices, as well as constituents; strengthening a roster of consultants and supervising the work of external collaborators and junior staff; promoting the service facility among donors and partners and identifying opportunities for new projects and funding; preparing, submitting and implementing development cooperation proposals as part of the SP&PFM Programme. 
  3. Design resource mobilization strategies with a view to securing development cooperation resources to support countries in the expansion of social protection financing. Backstop technically and administratively relevant development cooperation projects.
  4. Develop and promote policy materials and research on ILO’s approach to social protection and public finance management based on the ILO standards (rights based, social dialogue, solidarity in financing, social and economic sustainability), including contributing to the update of the ILO Handbook on fiscal space for social protection, the development of an Inter-agency Social Protection Assessment (ISPA) tool on financing, among others. Promote this approach including among the ILO, EU, governments (including Ministries of Finance), social partners, civil society, and international financing institutions.
  5. Prepare thematic and country analysis briefs and reports, document good practices, and develop guides and training materials with regard to the area of financing and fiscal space for social protection based on the technical assistance deployed at country level; provide technical inputs to reports and papers on issues related to financing of social protection and fiscal policies prepared by SOC/PFACTS.  
  6. Provide technical inputs to the development of poverty, social and economic impact and multiplier effect analysis models and tools, and other research products, as well as to the development of modelling and analytical quantitative and qualitative tools, including an extended quantitative tool on the analysis of public spending, revenues and potential sources of fiscal space for financing social protection, and relevant indicators, notably through the research undertaken by the SP&PFM Programme. Disseminate the models and tools.  
  7. Provide technical inputs on social protection costing, financing and public finance management, to national developmental plans and social protection strategies and policies, Decent Work Country Programmes, United Nations Sustainable Development Cooperation Frameworks and Sustainable Development Goal plans.
  8. Participate in international fora and initiatives related to financing for development and social protection, including but not limited to the USP2030 working group on social protection financing, the Global Accelerator for Jobs and Social Protection for Just Transitions, Financing for Development Initiative; and provide technical support to SOCPRO to engage with international financing institutions.  
  9. Perform other relevant duties as assigned.

Required qualifications

Education

Advanced university degree in economics or public finance.

Experience

At least eight years of professional experience in the field of financing of social policies and in particular social security/protection at the national level or five years at the international level. Demonstrated experience in policy analysis and applied research. A publication record in the fields covered by this position. Proven experience and knowledge of database tools, Ms Excel, STATA, SPSS or similar tool is a requirement.

Languages

Excellent command of English and good knowledge of a second working language of the Organization (French or Spanish).

  • Ability to provide credible implementation assistance to senior specialists in carrying out research, project formulation and implementation;
  • Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes;
  • Capacity to manage multi-tasks projects and various assignments with short deadlines.
