Context

Gender equality is a fundamental human right and a necessary foundation for a peaceful, prosperous and sustainable world. Gender equality is central to UNDP support to countries to implement and achieve the 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs) as well as other commitments agreed by Member States. The 2030 Agenda envisions a world “of universal respect for human rights and human dignity” in which “every woman and girl enjoys full gender equality and all legal, social and economic barriers to their empowerment have been removed.” With the largest operational platform within the United Nations family, working on the ground in some 170 countries and territories, and with expertise in areas central to achievement of the SDGs, UNDP is well positioned as the “integrator” for helping countries deliver on the Goals by “connecting the dots” on complex sustainable development issues. UNDP convenes across line ministries and development partners to address the gender dimensions of eradicating poverty, sustaining peace, accelerating structural transformation for sustainable development and building resilience to crises and shocks and to ensure that the experiences, needs and contributions of both women and men are integrated into efforts to achieve sustainable development. Assignment context The Gender analyst will support the MCO Gender Advisor with planning, implementing, coordinating the articulation of the Gender Equality Action Plan (GEAP 2021), the formulation of the new Gender Equality Strategy (2022-2026), the mainstreaming of gender throughout the portfolio and the implementation of the Spotlight Initiative in Grenada.

Task description

Under the direct supervision of Deputy Resident Representative at UNDP's Multi-Country Office in Barbados through the MCO Gender Focal Point, the UN Volunteer will undertake the following tasks:       1. Support the MCO Gender Focal Point in Barbados and the Eastern Caribbean Multi-country office. • Provide technical support to UNDP's Multi-Country Office in Barbados in the design, implementation and monitoring and evaluation of all projects in the area of gender. The work will, inter alia, involve analysis of challenges and interventions in terms of gender issues, provide technical support to project partners, knowledge management, financial management and administrative support. • Assist the management, monitoring and expedition project implementation by developing Letters of Agreement, work-plans, monitoring and evaluation of plans, and providing support to the Deputy Resident Representative and/or the Team Leader of the Gender Cluster at UNDP's Regional Bureau for Latin America and the Caribbean based in Panama in undertaking consultation with Governments and executing and implementing agency focal points, to identify optimal approaches for meeting stated objectives; • Prepare relevant inputs to UNDP monitoring databases and platforms and contribute to programme strategies; • Support programme managers for the improvement of Gender Marker ratings at MCO level. • Provide assistance to other projects, particularly to those with GEN3 or clear gender focus such as Engender, Guyana Dominica and others. • Provide inputs for the elaboration of the MCO gender strategy in line with UNDP corporate gender strategy. • Facilitate MCO engagement in gender seal certification. • Provide a high quality of technical support on policy and research documentation from within the Gender area, UNDP's Regional Bureau for Latin America and the Caribbean and from development and national partners as necessary; • Work with government counterparts and other stakeholders to coordinate logistical and thematic aspects of meetings, webinars and workshops as necessary; • Contribute to monitor project progress against annual and quarterly work plans and budgets; and in alignment with the UNMSDCF, UNDP’s Strategic Plan and other institutional planning documents; • Monitor and evaluate activities implemented and manage the accurate and timely submission of the narrative and financial reporting obligations on the progress of the support project; • Consolidate inputs from country programmes, as required and ensure reports are pro-vided to donors according to UNDP’s contractual obligations; • Identify opportunities for enhancing resources, knowledge and good practices; • Contribute to develop as needed, knowledge products for the promotion of programmes, sharing of results and for presentations and other public speaking activities; • Advocacy efforts in the area of Gender; • Contribute to the implementation of the MCO communications strategy; • Year-end reporting and administrative closure of project; and • Provide other programmatic support as required. 2. In addition to the above, and specifically as regards the Spotlight Initiative, the Gender Analyst will be expected to: • Work closely with the Gender advisor to support of UNDP's component of both the Spotlight Regional Joint Programme and the Grenada Spotlight Initiative Country Programme • Contribute to the coordination with national and regional partners and other stakeholders of both the Spotlight Regional Joint Programme and the Spotlight Country Programme in Grenada. • Assist with the monitoring and reporting on both the Spotlight Regional Joint Programme and the Spotlight Country Programme in Grenada. • Help to build partnerships and support in developing resource mobilization strategies. • Advocate and facilitate knowledge building and management and communication.
