Mission and objectives

The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country (www.unhcr.org).

Context

Under the supervision of the Senior Field Coordinator, the candidate will be responsible for coordination of activities in several camp and urban location of Cox’s Bazar. Given the complex cross-border and regional dynamics pertaining to the situation, the candidate should also have some knowledge of the current context in the region, the challenges, and opportunities it presents. Sensitive political context requires ability to work collaboratively with government counterparts and sound coordination skills for management of partner’s response to persons of concern. Further, as Bangladesh is a challenging, emergency Level-2 operation, the candidate should be able to work well under pressure in challenging conditions with short deadlines. Through relationships with persons of concern, authorities and network of partners, the candidate should stay abreast of political, social, economic, and cultural developments that have an impact on the protection and field environment and provide advice to senior management based on this. Ability to come up with innovative and creative solutions to operational challenges and demonstrated drafting skills in English are required. In addition to the requirements set in the Job Description, the incumbent must demonstrate solid understanding of Camp Coordination and Camp Management, knowledge of main protection principles and approaches, knowledge of refugee law and standards; should have a strong focus on reporting on relevant field related activities and in providing policy and external relations support to the field unit, and therefore prior experience in these areas is desirable. Moreover, experience in developing Standard Operating Procedures is an asset, in addition to knowledge of refugee, statelessness, human rights law and principles; should also have experience of coordinating with external partners in an Inter-Agency setting within a unique coordination structure; have proven experience in coordination of the emergency preparedness and response activities in his/her area of responsibilities; should have experience in developing and maintaining monitoring, reporting and evaluation systems, including use of online reporting tools.

Task description

Under the direct supervision of Senior Field Officer, the UN Volunteer will undertake the following tasks: • Identify vulnerable groups or individuals who may need special attention or special arrangements and make recommendations on the needs of different groups of refugees. • Assess protection and assistance needs of refugees and asylum-seekers in the region and monitor implementation of refugee assistance programmes. • In co-ordination with implementing partners, handle the reception, registration and provision of assistance to persons of concern to UNHCR. • Provide inputs for project submissions and periodic narrative and financial reports for the annual programme. • Develop and maintain relations with local authorities ensuring smooth negotiations in all aspects of UNHCR's mandate for the benefit of refugees. • Monitor the security situation in the area and intervene as appropriate with the local authorities. • Submit recommendation for protection interventions to the designated officer. • Negotiate with local authority counterparts, partners, and populations of concern. • Approve expenditures within the DOAP. • Conduct missions to Bhasan Char as required. • Perform other related duties as required.
