Under the overall guidance of the Education Specialist. The National Education Subject Consultant will provide high quality technical assistance and support to the planning, implementation and quality assurance of multiple UNICEF supported education programmes. The consultant(s) will work closely with the UNICEF Education and Social Protection sections, the Ministry of Education (MOE) and other partners to provide technical expertise to the implementation of education programmes. National consultants will co-construct and deliver professional development for school supervisors, principals, teachers, Syrian Assistant Teachers and Makani facilitators for online and face to face use. Professional development for these multiple stakeholders will take the form of delivering training (online and in person), delivering workshops, executive coaching and mentoring, observing lessons and providing feedback and working with professional communities of practice.

The Government of Jordan launched the National Social Protection Strategy (NSPS 2019-2025) in May 2019. The strategy aims at enhancing coverage and better outcomes for the most vulnerable groups through improved targeting, strengthened institutional capacity, and enhanced coordination. In this perspective, the strategy represents an overarching framework to maximize synergies and ensure effective integrated approaches by considering the following areas of the SP system: social assistance, social services, social insurance, and labour market policies.

The strategy is organized around three pillars – collectively directed at a decent life for targeted groups – through provision of a comprehensive, transparent and equitable social protection system.  The first pillar focuses on opportunities for families to be economically self-sufficient through the labor market.  The second pillar focuses on empowerment of the population through education, health care and protection services that support those with special needs remain integrated into their families and communities.  The third pillar focuses on targeted social assistance that allows the poor to maintain a basic level of consumption with dignity.

The implementation of the Social Protection Strategy is supervised by a Steering Committee led by Minister of Social Development (MOSD) and consists of high-level representatives from relevant ministries and civil society organizations. The implementation will be supported with an Implementation Support Unit (ISU) that will be based at the MoSD and reports to the steering committee. The ISU will include technical teams which will oversee multiple thematic technical committees, support the resources mobilization and partnership, coordinate with the governmental entities, and undertake the monitoring and evaluation activities. The establishment of Unit is part of a larger EU-MADAD supported program led by UNICEF and ILO to provide technical assistance and facilitate the implementation of the Strategy.

How can you make a difference?

JCO is also supporting the MOE to recover children’s learning during and post COVID19 with the development of a number of programmes designed to accelerate and recover learning. The consultant(s) will provide technical support to the delivery of these programmes through various activities outline in the Education Section’s workplan. These are discussed in the paragraphs that follow.

 

SCOPE OF WORK & DELIVERABLES

Jordan country office (JCO) is working with MOE and partners to strengthen school leadership through a team working approach to improve learning outcomes for all students including those who are vulnerable and have disabilities.
JCO is also supporting the MOE to recover children’s learning during and post COVID19 with the development of a number of programmes designed to accelerate and recover learning. The consultant(s) will provide technical support to the delivery of these programmes through various activities outline in the Education Section’s workplan. These are discussed in the paragraphs that follow.

Reading Recovery Programme (RRP): It is globally recognized that children who cannot read fluently are more likely to drop-out of school, more likely to have challenges accessing the curriculum and difficulty in successfully progressing in schooling and into employment. Jordan’s Ministry of Education (MOE) Early Grade Reading Assessment (EGRA) results and recent screening results shows over 50 per cent of learners in grades 3 to 6 are not reading with understanding. To address the reading difficulties children face, UNICEF is working with the MOE to pilot RRP in schools and NFE centers in Syrian Refugee camps.

School Based Instructional Leadership: Effective school Leadership Teams are critical to improving the learning environment and ultimately learning outcomes in schools. This programme will build the capacity of school leadership teams to implement the school vision and solve problems as they arise.

Learning Bridges (LB): The Jordan Country Office is supporting the Government of Jordan to recover children’s learning during and post COVID19 through the Learning Bridges initiative. LB is a national blended learning programme with a set of learning materials that supports grade 4-10 childrens learning during and after school closures. The programme also includes continuous professional development for teachers. The consultant (s) will support the following LB activities:

Accelerated Learning Programme: The JCO has redesigning the Learning Support Service delivered through 140 Makani community centres. Originally designed to support Syrian children that were out of school, the program has now been adapted to provide learning support for in-school children to address low achievement in mathematics and Arabic language.

Specifically, the consultant will;

 

• Attend professional development sessions to develop skills to coach and mentor for school leadership Training completed
• Review lesson plans and pupil learning materials (RR, ALP, LB), contributing to the finalisation of lesson plans and learning materials including padlets for RR, ALP and LB
• Prepare professional development materials working closely with international consultants (ELF, ALP, RR, LB), contributing to creation of powerpoints, story boarding, MOE templates completed for authorization, films and photographs, facilitators handbooks
• Make weekly visits to schools to provide training, coaching and mentoring to school leadership teams (ELF), reporting on a monthly basis
• Support implementation of RR, ALP and LB through school and Makani centres through classroom observation, workshops, mentoring and coaching). Undertake regular visits to provide support to the implementation and document in monthly report

To qualify as an advocate for every child you will have…

Education: A bachelors degree in a school national curriculum subject (Arabic, English maths, science, humanities or arts

Experience:

  • Knowledge of the Jordanian public education system
  • At least five years experience of teaching students within the range of 5 to 18 years in a school national curriculum subject.
  • At least 2 years experience of pre or in-service teacher training
  • Demonstrated experience of preparing learning materials including lesson plans, developing materials for teacher professional development
  • The ability to use technology for education purposes
  • Excellent skills of communication including being able to work as a team with a wide range of stakeholders
  • Experience of working with school leaders is desirable.

Languages: Excellent English and Arabic verbal, writing, and editing skills.
