Background

Humanitarian crises affect women and girls disproportionately. The overlapping of the natural human and man-made disasters such as floods, conflicts and wars impose additional burden on women, girls and elders.  The historical conflicts and war in Sudan combined with the frequent occurrence of the natural disaster such as famine and the floods have altogether complicated the situation and the overall aspects of people’ lives. Women are the most vulnerable as they have been engaged in traditional subsistence economy, deprived the rights to access and control resources , and frequently expose to SGBV. Humanitarian crises exacerbate women’ s suffering and increase their vulnerability.

The interventions and the responses to the humanitarian crisis in Sudan vary across the geographical areas and are often focuses on providing food and shelter to the survivor of the crisis. The differential gender impacts of the humanitarian crises and the action taken to respond to the effects caused are yet to be documented due to the dearth of the literature on the gender and humanitarian action. 

Effective, equitable and participatory humanitarian action cannot be achieved without understanding and responding to the specific needs, priorities and capacities of women, girls, men and boys in different age groups. Integrating gender equality also reinforces a human rights-based approach to humanitarian action which improves programming by respecting and protecting the universally recognized rights and dignities of every individual as a human being. Incorporating gender equality in humanitarian action therefore enhances the impact of humanitarian. strategies and interventions.

In this regard, UN Women which is the United Nations entity grounded in the vision of achieving gender equality and women empowerment is seeking to recruit a national consultant to undertake gender and humanitarian  assessment in Sudan.

Aims and objectives of the Assessment

The study aims to:

  • Undertake a rapid gender assessment of the humanitarian context, crisis and Reponses in Sudan

Specific objectives:

  1. Identify the extent to which gender issues have been integrated in the   humanitarian actions in Sudan and reflect on the gender inequality in the work of the humanitarian intervention.
  2. Identify the roles played by the INGOs, UN agencies and NGOs in enhancing the humanitarian action and interventions
  3. Show how gender dimensions have been integrated in the work of the INGOs, UN agencies and NGOs
  4. Reflect on the challenges facing these organization delivering gender-oriented humanitarian action
  5. Compile a list of barriers from gender perspective that prevent the humanitarian actions from functioning optimally.
  6. Propose program recommendations and interventions on how to enhance gender equality in humanitarian programs in Sudan from the perspective of the targeted organizations.

 

Duties and Responsibilities

The main duties and responsibilities of the national consultant will be to:

  • Work closely with UN Women team in developing the methodology of the assessment and in designing the data collection tools.
  • collect the relevant secondary data for the desk review and the primary data from the targeted organizations in two selected areas
  • Supervise and manage the overall process of the primary data collection, consult with other stakeholders including UN agencies, National NGOs, and CSOs (if needed) on their roles and responsibilities, needs and the challenges they encounter regarding the humanitarian work and its gender dimension.
  • Provide briefing on the results of the consultations, desk review, interviews and the FGD if needed. 

    Deliverables

    The national consultant is expected to deliver the followings:

  • Produce and submit an inception report 6days after the start of the project with a detailed methodology showing data collection, methodology of data collection, data analysis, tools used in the data collection and sampling. In addition to the work plan and annexes including the questions of the tools used in data gathering (FGD, forms or check list, interviews with guided questions)
  • Produce a draft report of the humanitarian assessment in addition to power point presentation. The draft report should be inclusive of the following components:
    • Executive Summary
    • Introduction
      • Background and context
      • Purpose and Scope of the Assessment
    • Methodology of the humanitarian assessment
      • Overview of gender equality and women empowerment in Sudan
      • Overview of the Sudan’s National Humanitarian System
      • Current Status of humanitarian in Sudan from gender lens
      • Key findings of the Assessment
      • Conclusions and key recommendations
      • ANNEXES including data collection tools and references
      • A final report incorporating the comments received by UN Women

Required Skills and Experience

Education:

  • Minimum M.SC degree in conflict and humanitarian action, gender, social sciences, or any other related discipline

 

Experience:

  • Expertise in gender related aspects
  • At least 5 years of experience in working on gender in humanitarian or relative field,
  • At least five years’ experience in conducting research, assessments, and analyses

Language Requirements:

  • English. Arabic will be an advantage.
