Background: 

Communication assets are critical contributors to the successful implementation of UNICEF’s humanitarian responses and key strategies including policy and public advocacy, donor engagement and reporting, social and behavior change, brand building and visibility. Over the new Country Programme (CPD) period (2022-2026) UNICEF Viet Nam will continue strengthening its content production in support of the communication’s response to COVID-19 while enhancing content contribution to raise awareness on the situation of children and advocate toward achievement of the CPD goals.     

Accordingly, the Communication and Advocacy section needs to coordinate the production of a range of communication assets targeting a diversity of audiences –partners, donors, the public, children, adolescents, parents and communities. UNICEF Viet Nam would like to engage a communication expert to provide content development services.

Purpose:

In line with the Office’s priorities and the Communication and Advocacy strategies, UNICEF aims to proactively reach out to its target audiences to drive change for children in Viet Nam. To achieve that, the Communication and Advocacy section will produce and disseminate a series of quality, user-friendly assets capturing the situation of children in Viet Nam, UNICEF’s work and its impact on children including COVID-19.

This consultancy will focus on supporting the Communication and Advocacy section by covering content production needs during the first year of UNICEF Viet Nam’s new CPD and the COVID-19 vaccine roll-out. The incumbent will facilitate internal coordination with the Programme sections and the Partnerships Unit (PARMO).  

Location:

UNICEF is seeking for an individual contractor based in Hanoi to work remotely and travel to the field and HCMC Office as needed. 

Objectives/tasks:

With the objective of producing/updating compelling and engaging content in support of advocacy, donor engagement, behavioural change and brand building goals, the Consultant will undertake the following tasks:

- Coordinate the production of content packages with outsourced and in-house teams.

- Organize and ensure regular update of UNICEF Viet Nam’s content hub.

- Write/update/adapt programme pitch briefs and human-interest stories in close cooperation with relevant sections and drawing on existing materials where available.

- Write/update/adapt programme pitch briefs introducing UNICEF’s action, impacts and call for action about key cross-sectoral issues.

- Write/update/adapt communication assets for digital communication such as web stories and social media packages.

- Support with the production/update of user-friendly versions of core documents such as the annual report, UNICEF Viet Nam’s Country Programme and other programme documents.

- Ensure style and brand consistency of all assets. 

- Provide support with developing ad hoc documents upon request.

- Contribute to establishing/strengthening systems and tools in support of an effective coordination of content production for the long-term.

Methodology and expected deliverables:

The consultant will be supervised by the Chief of Communication and Advocacy and work in close coordination with Programme Sections and the Partnerships Unit (PARMO) to receive the necessary technical references, documents and guidance upon which the assets will be produced. The consultant will support the implementation of the content production plan and follow up with relevant sections and contractors to ensure that communication assets are delivered in a timely manner, including short-notice requests. In this case and in agreement with the supervisor, priority will be given to the completion of the concerned task.

The consultant will also collaborate across the sections and the senior management for review and feedback. Deliverables will only be disseminated after review and approval by the Chief of Communication and Advocacy and senior management.

The Individual Contractor/Consultant will be accountable for ad hoc assignments depending on UNICEF Viet Nam’s campaigns, annual Communication plan, public advocacy plan, resource mobilization plan and other content production needs applied to a diversity of formats.

Management and Reporting: 

The individual consultant will be supervised by the Chief of Communication and Advocacy and will work closely with other relevant UNICEF staff.

Performance indicators for evaluation:

Indicator for completion and satisfaction measurement will be based on UNICEF Viet Nam own evaluation and judgement, and not that of the Consultant. This means that deliverables will be deemed to be satisfactorily completed by the Supervisor of the Consultancy. The Supervisor is required to provide timely and written feedback to the Consultant in order to avoid miscommunication, and also hold regular meetings with the Consultant as needed.  

Timeframe:

The individual consultant contract will start on 1 July 2022 and will end on 14 June 2023.

To qualify as an advocate for every child you will have…

The successful consultant should offer the following range of skills and experience:

Qualifications and Experience:

- University Degree in Communication or/and related field is required.

- At least three (3) years of work experience in developing content targeting a diverse audience.

- Demonstrated experience in the production of content assets as those described in these ToRs.

- Demonstrated experience in writing for a variety of audiences including donors.

Knowledge and Skills:

- Excellent oral and written communication skills in English. Writing samples will be requested.

- Knowledge of UNICEF programmes in Viet Nam is an asset.

- Good knowledge and ability to produce easy-to-read, easy-to-view documents targeted at different types of partners.

- Good ability to support translation of analytical findings and evidence into a cohesive narrative.

- Excellent communication (writing and oral), negotiation, and other human relation skills.

- Proficiency in a range of PC/web applications, including but not limited to: MS Word, MS Excel, MS PowerPoint, MS Outlook.

Languages

- Advanced English is required.

- Knowledge of Vietnamese is an asset.  

Assessment criteria:

For evaluation and selection method, the Cumulative Analysis Method (weight combined score method) shall be used for this recruitment.

a) Technical Qualification weight 70 %

- Degree Education in Communication or/and related field - (20 points)

- Experience in content production (25 points)

- Quality of past work (25 points)

b) Financial Proposal weight 30 %

The maximum number of points shall be allotted to the lowest Financial Proposal that is opened/evaluated and compared among those technical qualified candidates who have attained a minimum 70 points score in the technical evaluation. Other Financial Proposals will receive points in inverse proportion to the lowest price. 

The Contract shall be awarded to candidate obtaining the highest combined technical and financial scores, subject to the satisfactory results of the technical test and the interview.
