Job Overview:

The purpose of WASH Officer Position is to contribute with specific technical competences to project implementation. This position will normally report to WASH Coordinator and will be managing WASH team in Jalalabad. He will be responsible for assessment, beneficiary selection, site assessment and other technical matters related to WASH activities.

Generic Responsibilities:

  • Ensure compliance with NRC policies, guidelines and standards
  • Ensure compliance with WASH strategy, tools, handbooks, guidelines and standards
  • WASH specific technical responsibility for implementation of technical activities, quality control and monitoring of the project activities.
  • WASH specific technical responsibility for tracking of financial expenditures for technical activities.
  • Provide specific technical support and capacity building towards project staff
  • Provide specific technical analysis and feedback to NRC representatives in coordination forums
  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
  • Promote the rights of IDPs / Returnees in line with the advocacy strategy
  • Development of holistic and needs based programs, including cash-based interventions and marked based programs

Specific Responsibilities:

  • Assessment on site needs and resources, existing well and latrine types, data on community intended to receive benefit.
  • Beneficiary selection Identify vulnerable families eligible for assistance for well construction according to established selection criteria.
  • Site selection  Asses, analyze and finalize the well digging locations/villages in consultation with community.
  • Arrange community meetings and explain them roles and responsibilities of water committees.
  • Identify one key person among water committee and train him in maintenance of water facilities.
  • Provide on job training to the water committee at all project villages on maintenance of wells and hand pumps.
  • Check the quality of well digging done by community (community contribution) and contractor at different stages.
  • Responsible to install hand pumps for all drilled/dug wells in consultation with logistic department.
  • Coordinate with logistic department for delivering hand pumps to the sites.
  • Collect accurate data of drilled wells and document properly.
  • Make sure that drilling team has gone deep enough to prove that well has the ability to produce a reliable volume of water.
  • Contribute in designing latrine, water supply and sanitation related activities and define Bill of Quantities (BOQ) of infrastructures and prepare all technical drawings actively in preparing and conducting assessment survey to control progress of program and efficiency of activities.
  • Support Emergency Coordinator. Or PM to Prioritize the emergency activities in different region such as field assessments, distribution, responses, PDM, risk monitoring, HR, Finance or Logistics and coordination.

Generic Professional Competencies:

  • Bachelor's Or Higher Degree in Water Environmental, Sanitation or Civil Engineering.
  • At least 3 Years of experience in design and implementation of Water and Sanitation schemes projects with NGO's / INGO's.
  • Knowledge of implementation in water and sanitation projects in rural areas.
  • Solid field experience, preferably from returnees/IDP WASH projects is desirable.
  • Ability to collect and analyze the data to direct program implementation priorities.
  • Experience with field level coordination with INGOs, and authorities.
  • Experience from working within technical expertise area in a humanitarian/ recovery context.
  • Core competency expertise.
  • Experience in emergency interventions.
  • Knowledge of cash-based interventions and market based programs.
  • Experience in capacity building and training of staff/community.
  • Experience in designing, implementing and maintenance of water supply systems .
  • Computer literacy in MS office .
  • Experience with Urban Wash standards.
