Organizational Setting and Work Relationships

The Assistant Information Management Officer assists in the production and dissemination of information on the population of concern, including but not limited to Protection and Programme information.
The incumbent operationalizes data standards developed at the central level in field operations, compiles data and analyses information from populations of concern. S/he supports the Programme Team and UNHCR's implementing partners in the choice of indicators for monitoring to be included in sub-agreements as well as the Protection Team in operationalizing protection monitoring systems.

Duties

- Operationalize country-specific common data standards and promote them with partners, including UNHCR data standards and the IASC Common Operational Datasets.
- Compile, aggregate and analyse data and information elements required to produce standardized information products and implement data/information collection plans for baseline and context-specific data. 
- Support the operation in the analysis of processed data and information and perform data quality and consistency control.
- Facilitate the analysis of cross-border information between relevant countries.
- Assist in training staff involved in information management activities, including data collection and data entry teams.
- Support and leverage geographic data for map production and use in geographic information systems (GIS).
- Share UNHCR data with partner agencies and maintain Portal data and information in-line with agreed frequencies.
- Provide technical Information Management support to Needs Assessment processes, specifically in data collection, processing/collation and analysis.
- Liaise with partners and represent UNHCR in meetings related to the functions.
- Make recommendations and provide advice on the technical information management requirements.
- Assist in training of data entry and data collection teams.
- Perform other related duties as required.

Minimum Qualifications

Desirable
Successful participation in the Operational Data management Learning Programme is desirable.
Experience in web design and software development is an asset.
Experience with relevant software such as ArcGIS, Mapinfo, SPSS, EpiInfo6, SQL Server, and/or proGres is desirable.
Experience with HTML, PHP, ASP and/or Java is an asset.

A competitive compensation and benefits package is offered. The monthly net salary is between TRY 14,366 and 18,390 depending on relevant experience, dependency status and language proficiency. ======================================================================================================== I. Nature of the Position

Turkey is host to the largest population of persons under temporary and international protection in the world.  In 2021, Syrians make up the largest number with around 3.7 million individuals, with the ten provinces in South East Turkey under Sub-Office Gaziantep AOR hosting about 2 million Syrians. 98% of this population live in the host community with less than 2 % living in temporary accommodation centres.
The Government of Turkey leads the protection of and assistance to refugees and asylum-seekers in the country. UNHCR Turkey complements the work of the Government by supporting the inclusion of refugees into the national system, making the services known to refugees and strengthening their availability and accessibility. Under the 3RP 2021-2022, increased engagement with local authorities in the provinces and municipalities are expected in the 10 provinces under the AOR of SO Gaziantep, including the  development of inclusive and inter-sectoral state-led coordination mechanisms.
Following the midterm review in 2021, the revision of the Turkey chapter of the Regional Resilience Plan 2021-2022 was launched. The 3RP 2021-2022 further aims to strengthen alignment with the new UN Sustainable Development Cooperation Framework or UNSDCF (2021-25) and the 2030 Agenda and Sustainable Development Goals (SDGs). In line with the multi-stakeholder approach of the Global Compact on Refugees, the 3RP seeks to increase linkages and maximize complementarity, including with development actors and international financial institutions.
The incumbent is expected to be the primary Information Management focal point  and will directly coordinate the IM support to interagency and IM activities in Southeast Turkey and for the UNHCR Sub-Office in Gaziantep.

II. Interaction with Persons of Concern or External Stakeholders

The incumbent will lead the Information Management Unit of the Southeast Turkey Interagency Coordination Unit (SET IACU) based in the UNHCR Sub-Office in Gaziantep. Under the supervision of Sub-Office Gaziantep, the SET IACU covers inter-sectoral coordination in 10 governorates of South East Turkey: Hatay, Adana  Gaziantep, Kilis, Kahramanmaras, Osmaniye, Malatya, Mardin, Sanliurfa, Adiyaman. UNHCR is the sector lead for the Southeast Turkey Protection Working Group and co-lead of the Child Protection and GBV sub-working groups. Under the PWG, an extensive network of partners  participate in tasks teams for community engagement, capacity building and individual protection interventions and  with the Legal Counsellors Group. The incumbent will also directly engage and work with the UNHCR Interagency/Information Management Unit based in the Country Office in Ankara and the national IM Working Group.
As part of the  the incumbent's role h/she is expected to maintain regular interaction with a high number of external stakeholders in the performance of his/her duties, including with authorities, civil society and partners.

III. Reporting and Managerial Expectations

The Assistant Information Management Officer will be under the direct supervision of the Interagency Coordination Officer, but will be expected to consult and coordinate with the Assistant Interagency Coordination Officer for the operational and coordination requirements for Southeast Turkey operations and sector working groups and task teams. As part of Turkey's coordination structure and the UNHCR Turkey operations, complementary activities and close cooperation is expected with other UNHCR Units in the Sub-Office in Gaziantep, with the Head of the Information Management Unit for Turkey based in Ankara related to national and sectoral IM responsibilities and the national IM Working Group.

IV. Additional Languages, Skills and Qualifications

Good interpersonal and communication skills, situational awareness, and maturity to liaise and engage collaboratively and respectfully with internal and external stakeholders are essential.
Working experience with Power BI, Kobo, data flow analysis, data visualization, GIS, maps, and other data and information management activities are essential.
Background and technical experience in IT project management, training and project development, team leadership in an Information Management role are preferred.
Prior experience in assessment methodologies, and support for data management activities such as surveys, secondary data reviews, targeting and vulnerability assessments, indicator definition, population estimation, profiling, statistical analysis, predictive analytics, big data, international recommendations are desirable.
Prior exposure and familiarity with UNHCR's internal processes, Turkey's refugee information portal, including Services Advisor and Activity Info are preferred but not required.
Knowledge of  operational context in Turkey  and prior experience in humanitarian and refugee settings, including with the international organizations, will be considered as an asset. The closing date of the job opening is 30 May 2022.
