Organizational Setting and Work Relationships
Since 2014, the numbers of forced displacements have grown dramatically and at a fast pace, particularly in Latin America and the Caribbean. In this context, several countries face an unprecedented demand and, as a consequence, face the challenge of providing answers that guarantee both adequate shelter, with dignity and humanity, and the local integration of these people forced to move. Brazil maintains a generous asylum policy, especially through the emergency response ¿Operação Acolhida¿, which began in 2018.
The Social Assistant Analyst (Psychologist) keeps frequent contacts with UNHCR staff members in Pacaraima and Boa Vista to exchange information, to establish understanding of PoCs needs, access UASC needs, to ensure provision of services and resolution of problems and with the external contacts generally with officials of national and international institutions, leaders of the refugee community, local population and/or Implementing Partners (IPs) on subject matters which may be of importance to UNHCR and Ministry of Citizenship (MC).
The Social Assistant Analyst (Psychologist) will perform under jointly supervision of MC and UNHCR-BV and should undertake a variety of functions regarding to border monitoring and related issues. The supervisor defines general work objectives and provides necessary advice and guidance, taking into consideration the common working plan celebrated between UNHCR and MC.
All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR's core values of professionalism, integrity and respect for diversity.
Duties
Support the Ministry of Citizenship (MC) and UNHCR in:
- Procedures related to the role of the MC in the Federal Subcommittee for Reception and Internalization, when requested;
- Actions to prevent and protect the psychological health of refugees and immigrants, in accordance with the technical rules of the MC's Single Social Assistance System;
- Planning and implementation of projects focused on human rights, citizenship and violence prevention, in accordance with the MC's Single Social Assistance System technical standards;
- Meet the demands of users of the services provided by providing social assistance, supporting access to the rights guaranteed in the Federal Constitution of 1988 and in complementary legislation. For this, use various tools and strategies, such as interviews, social analysis, reports, resource research, references, visits, group dynamics, articulation with the local network, among others, in line with the MC's Unified Social Assistance System and its rules. techniques;
- Analyse the social and institutional reality and intervene to improve the conditions of refugees and migrants who cross the border in Pacaraima to enter Brazilian territory;
- Act in partnership with UNHCR, DPU and the Childhood and Youth Court in the care of separated, unaccompanied or undocumented children and adolescents, especially in situations of qualified listening in line with the rules and competencies of the MC's Unified Social Assistance System.
All actions must be developed in close articulation with the Coordination of the Federal Subcommittee for Reception and Interiorization of the Ministry of Citizenship, Advisory for Immigration Affairs of the National Secretariat of Social Assistance of the Ministry of Citizenship and UNHCR.
