Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Organizational Setting

This position is located in the Staff Administration Unit, Human Resources Services, Office of the Executive Secretary (OES).

Reporting Lines

Under the supervision of the Director, Knowledge Management and Human Resources Services, to:

Duties and Responsibilities

  1. Provide leadership and support to the Unit in the provision of administrative services dealing with staff appointments, transfers, assignments, performance management, separations/repatriations in the context of Staff Regulations and Rules, Administrative Directives, the Section’s guidelines and standard operating procedures;
  2. Coordinate the Unit’s activities to ensure that all Divisions and staff supported by the Unit receive quality advice on obligations, rights and responsibilities to the organization; compliance with ethical standards and code of conduct, employee relations, staff concerns related to work and entitlements; 
  3. Determine eligibility for allowances, benefits and entitlements, health insurance, United Nations Joint Staff Pension Fund (UNJSPF), leave and other entitlements for staff in the Professional and General Service categories; 
  4. Provide advice on correct interpretation of Staff Regulations and Rules as well as related policies and facilitate uniform application; ensure that exceptions deviating from Staff Regulations and Rules, policies, standard operating procedures, and best practices are documented; propose and lead policy reviews where necessary;
  5. Identify operational inefficiencies and inconsistencies in practices, procedures, and workflows; determine precedence in application of policies and guidelines; develop, document and consolidate proposals for consideration to harmonize the application of human resource management policies;
  6. Lead the streamlining and modernization of all administrative HR processes taking into consideration the requirements of the ERP (SAP) system;
  7. Oversee the quality and ensure accuracy of contents of all contract documents initiated from the Unit;
  8. Propose areas of research in Staff Administration matters;
  9. Ensure timely and accurate inputs for the queries and routine reporting of the Secretariat to governing bodies; Monitor and report on the implementation of the tenure policy;
  10. Ensure the effective implementation of offer management and onboarding procedures;
  11. Certify budget related obligations;
  12. Represent the interests of the Organization within the HR Network and stay abreast of new developments and best practices within and outside the UN Common System in the areas of Staff Administration.
  13. Represent the Section in joint bodies, task forces and working groups related to the areas of responsibilities;
  14. Serve as the Secretary to the Staff Pension Committee and as the focal point for all matters related to the UNJSPF, enrolment, separation, transfers and disability related matters;
  15. Contribute to the knowledge transfer and knowledge sharing initiatives of the Human Resources Services and to the further development and documentation of standard operating procedures and work practices to create an environment that emphasizes continuous improvement;
  16. Perform other duties as assigned.

Education

  • Advanced university degree in business administration, human resources, law or in a related field.

Work Experience and Qualifications

  • At least seven (7) years of relevant working experience in the field of human resources management with emphasis on staff administration, employee relations, or policy development, including three years in an international environment or one that embraces cultural diversity;
  • Experience with Enterprise Resource Planning (ERP) system (preferably SAP) is required;
  • Knowledge of staff administration practices within the UN Common System or related organization is desired;
  • Demonstrated professional competence in the management of disciplinary cases is an asset;
  • Ability to work with utmost discretion in handling sensitive and confidential matters;
  • Demonstrated capability in managing and supervising teams in a multicultural environment.

Languages

  • Excellent written and oral communication skills in English are essential;
  • Knowledge of other official CTBTO languages is desirable.

Remuneration:

CTBTO offers an attractive compensation and benefits package in accordance with the policies of the International Civil Service Commission. The salary offered may be subject to deductions to the United Nations Joint Staff Pension Fund and/or Health Insurance Scheme.
