Background and Purpose of the Assignment

The United Nations World Food Programme (WFP) is well known for its ability to deliver food assistance rapidly to people in need. While continuing to respond to emergencies, WFP also wishes to contribute to longer-term efforts to end hunger in countries in need; to support governments, together with development partners, acting as catalyst for a more effective social protection response in the short term; and to accelerate reform of the overall social protection system. As part of the implementation of the social protection strategy, WFP has initiated support for building capacity for long-term development programmes through strengthening the national priorities and commitments. WFP is supporting efforts to put social protection as a high-priority agenda. WFP has initiated evidence building for social protection through the modernization of data collection and analysis mechanisms in a number of countries. WFP is contributing to social protection reforms through adapting, expanding, and innovating social protection responses to address the immediate needs of vulnerable households, while mitigating the adverse impact of crises (like COVID-19) on resilience, livelihood, and human development.

WFP is seeking to recruit a Project Manager for social protection projects, working in close coordination with the Social Protection and TEC units on Single Registry and the digitalization of the Public Distribution System.

Summary of Key Accountabilitie

  • Effective implementation of project activities and timely delivery of desired outcomes
  • Management of financial flows, including revenues and expenditures for the project, in line with the approved budget and internal controls
  • Establish and manage partnerships with Government, partners and relevant stakeholders
  • Project management, monitoring and reporting
  • Knowledge management and communication

Details of KEY ACCOUNTABILITIES

Effective Implementation of the Programme Interventions

  • Manage the overall implementation of the social protection digitalization programmes in close coordination with relevant Country Office units and external partners
  • Manage project administration, including finance, procurement, logistics, and human resources
  • Develop annual project plans, and ensure submissions and approvals by the unit Heads, Country Office management, and donors
  • Identify, manage and monitor the risks with the proposed approaches and coping strategies
  • Manage programme design, development, and implementation of social protection programmes for the Country Office in a sustainable manner, integrated within the Country Strategic Plan (CSP) priorities
  • Ensure timely execution of programme interventions with allocated budgets
  • Manage project closure, when needed, including the transfer of project deliverables, documents, equipment, and assets as part of a well-documented exit strategy ensuring the sustainability of the project interventions

Financial Management: - 

  • Primary responsibility for planning the project budget, in line with the corporate guidelines and in close consultation with the Finance and Budget & Programming units
  • Manage revenues and expenses in accordance with the financial rules and regulations
  • Periodic tracking of financial progress and submission of financial reports to the Country Office management and relevant donors

Project Monitoring and Reporting

  • Prepare a results framework with details on the implementation strategies, approaches, key indicators, milestones and targets
  • Prepare the projects’ quarterly and annual reports in prescribed templates, according to the results framework
  • Prepare financial and programmatic reports for donors, as required
  • Support the Country Office in preparation of annual country reports, annual performance plans and annual reviews
  • Adapt the results framework, in accordance with lessons learned and risk mapping.

Knowledge Management and Communication

  • Ensure lessons learnt, case studies, and good practices are captured and shared regularly with partners
  • Effectively manage the production of knowledge products in close consultation with the Communication Unit of the Country Office
  • Prepare a communication and visibility plan and ensure effective implementation

STANDARD MINIMUM QUALIFICATIONS

Minimum Educational Qualifications & Work Experience

Education: Advanced University degree in Economics, Development Studies, Public Policy, or other related fields

Experience: A minimum of 7 years of experience in implementing social protection and development projects

  • Demonstrated experience in national social protection systems, including cash transfer programmes and electronic payment systems for social assistance
  • Experience in liaising with different line ministries at national and decentralized levels, and with donors
  • Experience in the establishment of partnerships with public and private sector actors
  • Experience in managing multi-agency programmes

 

Knowledge & Skills

  • A sound understanding of policy-making processes and the ability to distil operationally relevant recommendations/lessons for Governments and other partners
  • Capacity to foster strong multi-agency collaboration
  • Strong leadership and interpersonal and team building skills
  • Excellent work planning and project management skills ideally demonstrated in international and/or UN context
  • Ability to coordinate and laterally lead across multiple units, organizations and partners
  • Excellent written and spoken English, with the ability to organize events and workshops, and draft background supporting documentation and policy documents
  • Excellent ability in Word processing, Excel spreadsheets, and Powerpoint tools

TERMS AND CONDITIONS

Position Title: Project Manager (Social Protection)

Contract Type: International Consultancy Contract for a minimum of 6 months, extendable maximum up to 11 months

Duty Station/travel: Baghdad, Iraq
